Planning and Development Department
(Regular Full Time Opportunity)
Position: A regular full time Senior Planner position is available in the Planning and Development Department at the Cowichan Valley Regional District. Reporting to the Manager, Community & Regional Planning, the Senior Planner supervises planning projects; liaises with elected officials and the public; represents the CVRD at meetings and public hearings; serves as strategic project team leader for the Community & Regional Planning Division; develops policies and procedures for the efficient and effective processing of development applications; prepares major bylaws; develops community plans and assists with major application processing.
Qualifications: The successful applicant will have a university degree in a related field plus have a graduate degree in Community and Regional Planning (or related field). They must be a member, or be eligible for membership, in the Canadian Institute of Planners and the Planning Institute of BC. A minimum of twelve years of related experience in the field of planning, preferably in a regional district or municipal setting, is required. Applicants must have a valid Class 5 BC Driver’s Licence. To be successful applicants must have a thorough knowledge of physical and community development planning and current and comprehensive knowledge of planning legislation, techniques and regulatory responsibilities. Knowledge of GIS systems and their use in planning is considered an asset. The successful applicant will have the ability to: understand and apply bylaws, regulations, agreements and procedures applicable to departmental responsibilities; remain up to date in terms of personal knowledge respecting planning techniques; organize, supervise, and motivate the work of subordinate planning colleagues; demonstrate a collaborative and open leadership style; communicate very effectively both verbally and in writing; establish and maintain courteous and tactful, diplomatic working relationships with other employees, the general public, and Regional Board Members; and solve problems, resolve issues and seek alternative solutions to potential and real problem situations. The successful applicant must have excellent report writing skills, including proficiency in the use grammar, spelling and punctuation and the ability to use Microsoft Office.
Hours of Work: The hours of work are 35 hours per week Monday to Friday, 8:30 a.m. to 4:30 p.m. The incumbent needs to be flexible and available to work evenings and weekends as they may be operationally required to attend evening and weekend meetings.
Salary: This is a unionized (CUPE Local 358) position and is compensated at a wage rate, in three steps, $44.25-$45.61-$46.98 per hour (July 2015 rates). Flex time and a generous benefit package are offered with this position.
