The Town Manager is the most senior administrative leader of the Town of Grimsby. Working closely with the elected Council, he/she leads the municipal team in delivering responsive, client-centred services and ensuring a vibrant future for the Town.
The Town Manager is responsible for strategic planning, managing and directing all municipal operations as approved by Town Council, submitting the capital and operating budgets to Council for review, and providing advice on municipal operations, including investigating and reporting on matters referred by Town Council and its committees.
The Town Manager chairs the Senior Management Committee (comprised of all Department Heads) and is the direct supervisor of all Department Heads and through them, all Subordinate Managers and Town employees (except for autonomous Boards which are responsible to Town Council). This includes appointment, promotion, demotion and suspension responsibilities.
Council and senior staff are seeking an experienced municipal leader who is collaborative and personable, who listens and communicates well, thinks strategically, and who takes a team approach and fosters honest and respectful working relationships with colleagues, council, partners, and members of the community.
Requirements include:
Significant executive experience including municipal experience in a high-growth environment and extensive experience working with elected officials
Excellent conceptual, interpersonal, general/project management, analytical, communication, presentation, problem-solving, facilitation, supervisory and negotiation skills
Demonstrated leadership ability in building teams and working collaboratively with staff and external partners
Ability to think and act strategically and appropriately in a political and community service environment; to align departmental programs/services with corporate goals/objectives; and to foster a positive, productive, and healthy/safe work environment that is committed to service excellence.
Thorough working knowledge of municipal and employer-related legislation/regulations, municipal government organizations and structures, municipal operations, financial and reporting processes, employee/labour relations principles, collective bargaining, contract administration, and contemporary leadership and management practices.
