The Village of Belcarra is seeking applications for the full-time, exempt position of Superintendent of Public Works. Reporting to the Chief Administrative Officer, the successful candidate will be responsible for the safe and efficient delivery of a range of services related to the operations of the Village, including the oversight of public works with hands on responsibility, the municipal water supply and distribution system, plus the enforcement of municipal bylaws.
The Place
The Village of Belcarra has 700 residents and is located on the scenic Indian Arm fjord within Metro Vancouver, a short 10-minute drive to Port Moody – where there are numerous commercial and transit services including the Evergreen SkyTrain extension and a 45-minute drive from downtown Vancouver. The Village is surrounded by Belcarra Regional Park, Sasamat Lake / Whitepine Beach, and Indian Arm Provincial Park. The municipality is entirely residential with its municipal office and community hall as the centrepiece of municipal government and gathering place for Village residents.
Duties and Responsibilities
The Superintendent of Public Works will be a motivator and team leader with outstanding public relations capabilities and leadership skills. Duties will include, but not be limited to, the following:
Plans, assigns, supervises and evaluates the work of a small work group engaged in public works and municipal utilities; coordinates, directs and inspects the work of contractors; ensures conformance to municipal standards; ensures WorkSafeBC and environmental practices are carried-out according to regulations; responds to enquiries and complaints; and arranges for emergency service as required.
Oversees the day-to-day operation and monitoring of, and oversees inspection and repairs to, the municipal water supply and distribution system.
Issues a variety of permits such as road use, drainage, tree removal, and offsite works after necessary requirements have been met; and enforces municipal bylaws.
Oversees the operations of the refuse, organic waste and recycling depot.
Develops annual work plans and priorities, and prepares the annual operating and capital budgets for Council approval.
Writes reports for Council in support of municipal operations as directed by the CAO.
Monitors the annual operating budget for public works and water distribution, maintains cost controls, investigates variances, and ensures all expenditures are in accordance with the approved budget.
Provides technical support for consultant reports, studies, tendering and special projects.
Skills and Experience
The ideal candidate will have:
Thorough knowledge of the methods, practices, materials, and equipment applicable to the work performed and supervised.
Considerable knowledge of the bylaws, statutes and applicable regulations related licensing, refuse, parking and noise.
Considerable knowledge of Provincial and Federal legislation and regulations with respect to the management and operation of drinking water and water supply systems.
Sound knowledge of composting and recycling practices and procedures.
A minimum of five years related experience.
Required License, Certificates and Registrations
Public Works Inspector 3 Certification (ASTT).
Water Operator Level 1 Certification (EOCP).
Bylaw Enforcement and Investigation Certification Level 1.
The successful candidate will be required to complete a Criminal Records Check and provide a Drivers’ Abstract.
The position is based on a 37.5-hour work week, and the successful applicant will be required to attend Council meetings.
