POSITION SUMMARY

Resident and Community Services Division supports the Toronto Community Housing vision and mission through nurturing revitalized communities and residents by providing programs, services and partnerships aimed at the needs of children and youth, working families, under/employed youth, seniors and other vulnerable resident populations. The Division does this through resident engagement, accessing services and spaces, integrating healthy communities, providing supports for seniors and vulnerable residents, economic development programs and corporate sponsorships/partnerships.

Reporting to the Division’s Vice-President, the Senior Manager is responsible for leading a team of staff that supports the Division’s business planning process, including strategic, operational and financial; conducts research, program evaluations and data analysis; develops policies and procedures; and establishes a compliance system through quality assurance.

MAJOR RESPONSIBILITIES

Divisional Leadership

As a member of the Resident and Community Services Senior Team, joint responsibility for short and long term planning; monitoring day-to-day operations; promoting and supporting divisional services through effective strategic planning, decision making and resources allocation; guiding the resources of Resident and Community Services through effective divisional policy setting; and, ensuring the efficient utilization of resources through ongoing audits/reviews and measurements
Ensures services and programs provided are effective, efficient, economical and environmentally sensitive
Works collaboratively across the organization to help secure commitment for cross-company efforts
Promotes the mission, vision and values of Toronto Community Housing
Participates in a variety of internal committees, task forces and working groups
Represents Toronto Community Housing at various external committees, functions and activities

Leading Others

Sets the operational direction of PBS by establishing objectives and policies that align with the strategic directions and priorities of TCH and the Division
Supervises, coaches and motivates staff to ensure team performance and promote individual personal effectiveness to achieve high standards of work quality and organizational performance
Promotes a collaborative, learning and team-based culture through role modelling and encouraging others; supports continuous learning and encourages innovation
Builds and nurtures an environment that supports staff to achieve business results, provide excellent customer service, effective decision making, lead healthy lifestyles and maintain a safe workplace

Determines staffing levels and recruits staff as required
Identifies training/development needs and ensures training /development opportunities are provided to individual staff members and the team, as needed
Responsible for effective management of job activities of direct reports including conducting performance evaluations
Provides performance feedback and takes appropriate action to improve performance, including discipline, when necessary
Promotes leadership in the development of good labour management relationships; ensuring compliance with collective agreement(s) and TCH resource policies; and, participating in grievance proceedings as required
Implements health and safety strategies in support of a target of zero lost time due to workplace injury
Leads the PBS’s work in a manner that ensures compliance legislation and policies including, but not limited to, the Ontario Human Rights Code, the Employment Standards Act, the Occupational Health and Safety Act, the Municipal Freedom of Information and Protection of Privacy Act, the Conflict of Interest policy, the collective agreement(s) and related labour legislation and the Harassment and Discrimination policy

Financial/Resource Management

Ensure the cost-effective and responsible management of the Team’s financial, material and human resources to achieve results
Develops concept/business cases, leveraging data, best practices and industry knowledge to drive incremental investment to expand programs and services
Monitors deployment of staff including, but not limited to, overtime, scheduling absenteeism, vacation to ensure appropriate use and takes corrective action as required
Authorizes acquisitions of goods and services; approves payment of expenses incurred
Strives to ensure staff have access to appropriate resources to effectively and efficiently carryout their responsibilities including, but not limited to, technology, office space and supplies
Ensures appropriate use of TCH assets
Implements risk-management strategies
Analyzes financial and human resource data

Planning, Policies and Risk

Participates in the Division’s strategic planning process; establishes PBS objectives, success indicators and annual business plan to meet organizational mandate and strategic directions
Initiates development of, maintains and administers operational policies and procedures to ensure effective service delivery
Prepares reports for the Vice President, CEO and the TCH board of Directors and its committees
Maintains appropriate records in accordance with the TCH Retention Schedule and other authorities
Ensures compliance with relevant legislation
Identifies risks to the organization and implements strategies to mitigate risks

Communication & Relationship Management

Consults with the Vice President, directors and managers to discuss priorities and exchange information on the status of on-going projects to ensure consistent operational practices and standards
Maintains effective relationships with TCH staff in other divisions, City officials, community agencies and others
Communicates strategically when responding to multi-dimensional situations

Program Service Delivery

a) Research/Reports

Designs and leads research projects/program evaluations supporting Divisional mandate ensuring best practices in quantitative and qualitative research methodologies are used
Conducts statistical analysis; analyzes complex data; data mining
Drafts reports for internal and external audiences
Prepares annual Divisional environmental scan
Delivers data-driven insights to support actionable strategic directions, departmental prioritization and strategic communication (i.e., Management, Board of Directors, Partners)
Analyze industry trends, potential threats, expansion opportunities and internal performance

b) Board Reports

Monitors Board work plans, ensuring Divisional reports are prepared in a timely fashion
Supports the Vice President as the Division’s administrative support for the Board committee work

c) Business Planning

In consultation with the Senior Team, Coordinate and provide expertise and manager the division’s business planning processes, including strategic planning, budget development, operational plans, action plans and performance indicators
Develops tools and processes to assist staff with the business planning processes
Maintains and updates Divisional performance data (ex. Divisional work plan, dashboards)
Monitors in-year budget variance reports, advising the Senior Team of any concerns
Makes recommendations on confidential financial, policy and program decisions to the Vice President; Provides consultation, advice and innovative solutions for key financial issues such as allocation of resources, strategies for meeting program objectives, identifying funding sources for new programs and initiative, etc.

d) Policy and Procedures

Develops and maintains a system for the development of Board, corporate and Divisional policies and procedures
Establishes and maintains the process for the development, maintenance, communication, evaluation, archiving and retrieval of Divisional policies and operating procedures
Ensures collaborative processes are used, including engaging subject matter experts

e) Compliance

Develops and maintains a quality assurance system to support Divisional compliance with Board, corporate, Divisional and legislative policies and procedures
Supports internal and external audit examinations

KEY QUALIFICATIONS

Your application must describe your qualifications as they relate to:

University degree in public administration, business administration, public policy, social science or equivalent combination of education and/or experience
Minimum of five (5) years supervisory/management experience in a research/policy development role
Extensive experience in defining program objectives, developing, implementing and evaluating strategic and operational policy and establishing processes to evaluate the effectiveness of program performance
A superior degree of conceptual ability with the capacity to understand complex operating and policy issues, evaluation frameworks, program interrelationships and the potential consequences of intended policy action
Superior analytical skills in assessing issues, performance and determining appropriate strategic directions, including developing operating policies and procedures
Demonstrated experience in utilizing relevant statistical models/software and analytical tools to support research and evaluation methodologies
Demonstrated experience in human resource management, project management, financial management, strategic planning and general administration encompassing staffing, budgeting, performance management and participatory team leadership
Experience in developing and implementing organizational change initiatives
Experience in leading, motivating, coaching and developing individuals and/or teams while supporting a learning environment
Demonstrated commitment to customer service, innovation, creativity and quality improvement
Demonstrated ability to apply risk management methodologies
Demonstrated ability to network and build effect working relationships
Superior organizational skills and methodological approaches to work
Superior oral and written communication skills
Understanding of the broader sector public environment
Experience in working within a unionized environment an asset
