Senior Manager, Fisheries Policy and Management – First Nations Fisheries Council of BC – Vancouver

POSITION SUMMARY:
The FNFC is seeking an energetic, adaptable, motivated and self-directing person to join our team as the Senior Manager/Lead, Fisheries Management and Policy. Reporting to the Executive Director, the Senior Manager/Lead, Fisheries Management and Policy will work to enhance the effectiveness of the organization by providing strategic advice on organizational development, fisheries management and policies, overseeing and managing staff and contractors to implement various operational agreements, and conducting outreach and engagement to gather knowledge, insights, and perspectives on fisheries management and policy.
The successful candidate is expected to lead and work on a wide variety of projects and initiatives which advance First Nation rights relating to fisheries, including all aspects of the governance and management of fish, fisheries, and their habitats, and which support the development of collaborative relationships for First Nations to meaningfully participate in joint management of fish, fisheries and their habitats.

Examples of some ongoing FNFC activities include:
Analysis of government programs and policies and their potential impacts on the Aboriginal Title and Rights and Treaty Rights of BC First Nations;
Facilitating and coordinating First Nations engagement in various fisheries management and policy planning processes among BC First Nations and with relevant governments;
Securing and negotiating funding agreements to support FNFC organizational development and implementation of strategic priorities.

JOB DESCRIPTION:
Work with the Executive Director to build relationships, facilitate dialogue and information sharing with key partners and funders.
Support the Executive Director and Senior Management Team in the development, negotiation and implementation of funding agreements and workplans.
Liaise and work with First Nations and government departments on policy and regulatory development, drafting policy and regulatory proposals as necessary.
Coordinate analysis and advice to FNFC Executive Council and/or to B.C. First Nations with respect to relevant government legislation, policies, programs and fisheries and aquatic resource management.
Collaborate with the FNFC Executive Council, Executive Director and FNFC staff to assist in the development and continued implementation of the strategic priorities of the FNFC and the BC First Nations Fisheries Action Plan. Prepare to lead the development of the FNFC’s next 3-year Strategic Plan in 2021.
Liaise with and support First Nations fisheries organizations at the regional, provincial and national levels to support the understanding and the implementation of the FNFC Strategic Plan and the other emerging priorities of the Executive and First Nations in BC.
Foster and support functional fisheries governance linkages across regional, national and international scales and between Tier 1, Tier 2 and Tier 3 organizations as appropriate using established processes and mechanisms.
Plan, oversee, and monitor the implementation of programs and initiatives in a manner that is aligned with the FNFC’s mandate and strategic priorities.
Plan and coordinate meetings, conferences, and workshops to engage First Nations in collaborative and community-based dialogue which guides and supports organizational strategies and initiatives.
Develop and provide comprehensive reports, discussion papers and briefing notes and other written internal and external communication materials (briefing notes, discussion papers, correspondence, etc.) on various initiatives and issues to the Executive Director, Executive Council and B.C. First Nations.
Directly supervise employees, manage contractors and consultants and assist in day-to-day program management and project administration (e.g. staff meetings, scheduling, time management, budget management, expense approvals, project implementation, etc.).
Develop project work plans and ensure rigor in budget oversight and management, including sound delegation of personnel and financial resources.
Provide advice and support to BC First Nations and organizations through research, analysis, reports, correspondence, participation in meetings, etc.

EDUCATION, EXPERIENCE AND COMPETENCIES:
Post-secondary degree in environmental studies, resource management, biology, public or business administration, or a related field, or an equivalent combination of education, knowledge, practical experience, and training.
10+ years’ experience working with and building relationships with First Nations groups and/or organizations.
5+ years’ experience regularly liaising or collaborating with governments, ENGOs and/or industry.
Demonstrated management experience including human resource management and supervisory experience, project development and management, financial management of programs/projects, and ability to meet deliverables on multiple projects at a time.
Experience conducting policy research and analysis, preparing briefing notes, developing recommendations, and drafting correspondence and comprehensive reports.
Experience planning, organizing, chairing, and facilitating meetings or events.
Advanced relationship-building and communication skills.
Working knowledge of aquatic resource management and related legislation and policy.
Working knowledge of BC First Nations and their constitutional rights regarding aquatic resources.

JOB LOCATION:
The FNFC office is located at 320-1200 West 73rd Avenue in Vancouver, BC. Office hours are Monday to Friday, 8:30am to 4:30pm. Some travel and extended work hours will be required on occasion.
