JOB SUMMARY:
This dynamic position involves researching, analyzing and developing concrete and viable options to address a variety of land, resource and environmental issues and concerns and designing and facilitating community consultation processes related to land and resource planning.

ESSENTIAL DUTIES and RESPONSIBILITIES

Assist in administering and implementing the TWN Land Code and related laws, bylaws and policies.
Collect, research and analyze various types of data, including population, employment, land use, housing, land supply and demand, traffic, development standards, environmental standards and other related activities.
Research, analyze and provide strategic advice on the development and implementation of laws, policies and procedures related to land administration, resource management, environmental protection, land and resource planning and other areas of First Nation jurisdiction.
Assist in or lead the analysis and development of a variety of legal instruments, including leases, permits, easements and land use contracts and other land regulatory regimes.
Assist in or lead the development and implementation of community-based planning processes and related initiatives.
Participate in or lead technical processes involving developers, government representatives, surveyors, civil engineers, lawyers and other professionals.
Develop accessible presentations and briefing notes, and facilitate meetings, consultations or workshops related to lands, resource, environmental matters and other issues.
Perform a variety of complex tasks related to land use, development and environmental issues.
Review easements, statutory right-of-ways and instrument releases for form and content, and co-ordinate for approval / renewal and registration.
Perform other duties as required.

QUALIFICATIONS:

Bachelor’s Degree in Law, Planning, Land Administration, Land and Resource Management, or Public Administration from a recognized institution, or a relevant undergraduate degree.
Three (3) years of experience in one or more of the following: land-related research and analysis, policy or bylaw development, land and resource planning.
Experience and proficiency in designing and facilitating community consultation processes – preferably in a First Nations context.
Knowledge of land policy development, planning, and administration principles and procedures.
Knowledge and understanding of relevant provincial, federal and municipal jurisdiction and legislation, and familiarity with Aboriginal Affairs and Northern Development Canada, the Indian Act, and the First Nations Land Management Act.
Ability to collect, analyze and interpret data, and submit conclusions and recommendations in concise written and verbal reports.
Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing.
Thorough working knowledge of Microsoft Office programs.
Ability to develop databases is considered an asset.
Must be able to maintain strict confidentiality.
Valid BC Driver’s License.
Must be willing to participate in job-related workshops, training, seminars and conferences to upgrade skills and training as required.
Knowledge of Tsleil-Waututh Nation culture and traditional territory is an asset.
Previous experience working within a First Nation community or organization is preferred.
Must successfully pass a Criminal Record Check.
