Senior Human Resources Manager – City of New Westminster

The City of New Westminster has an exciting opportunity for a dynamic, passionate and service-focused Human Resources professional to join our Human Resources team. Reporting to the Director of Human Resources, this Exempt position assists the Director in planning, coordinating and managing the Human Resources Department and its operations, programs and services. As an integral member of the Human Resources team, you will be responsible for providing generalist support in the areas of labour relations, employee relations, recruitment and selection, compensation, job evaluation, payroll and benefits. You will play a key role in leveraging technology and innovation to enhance our Human Resources programs, services and processes.

The key accountabilities include:
Assisting the Director in employee relations and labour relations matters as required, including performance management, attendance and disability management, collective bargaining, grievances and arbitrations.
Establishing and maintaining effective trust-based relationships with City officials, staff and unions.
Providing information, assistance and advice to department heads and supervisors on work related matters.
Developing and implementing corporate Human Resources policies, procedures and regulations.
Conducting recruitment and selection for a wide range of positions.
Providing facilitation and conflict resolution services as well as coaching to employees on training, development and work performance matters as required.
Participating in job evaluation and compensation matters and organizational change, direction and processes.
Acting in the absence of the Director of Human Resources.
The ideal candidate will possess the following qualifications:
University degree in Human Resources or a related discipline.
Chartered Professional of Human Resources (CPHR) designation, or equivalent.
Minimum 5 years of related experience in an intermediate to senior Human Resources role within a unionized environment.
Strong computer skills and knowledge including MS Office and HRIS systems.
Knowledge in the concepts, practices and processes of the Payroll function.
Considerable knowledge of Human Resource Management best practices, procedures, principles and trends.
Considerable knowledge of labour law, employment standards, human rights and other related legislation.
Sound knowledge of collective agreements, bargaining, grievance handling, arbitration procedures, compensation and job evaluation.
Strong interpersonal skills to establish and maintain trust-based working relationships with staff and unions.
Strong oral and written communication skills to research prepare and present reports, correspondence and related presentations on Human Resources matters.
Strong investigative, analytical, problem solving and project management skills.
Ability to demonstrate initiative, adaptability, confidentiality and sound judgement.
Strong work ethic, integrity and people leadership skills.
