BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.
This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.
Reporting to Director RTS, the Regional Transit Manager works with Senior Transit Managers to provide a central liaison role between municipalities, operating companies and the various departments of BC Transit to ensure that transit programs operate in an efficient and effective manner. Leads client and project management for an assigned region and identifies and assesses new business opportunities.
Key Accountabilities:
The RTM serves as the main point of contact to local government and transit operating companies and is responsible for developing, managing and maintaining positive and productive relationships with: senior municipal, regional and provincial levels of government; transit operating company executive and management; and other stakeholders as identified.
Supported by a team of subject matter experts, the RTM is responsible for the effective two way communications with local government partners (including staff and elected officials) and operating companies by coordinating the timely flow of operating agreements and budget information; aligning and delivering upon the expectations of local transit service and capital plans; and communicating corporate policies.
Supported by a team of subject matter experts, the RTM is accountable for monitoring and communicating the overall performance of transit systems in their region, identifying local transit needs and business opportunities, aligning strategies with local government partners, and project managing the appropriate resources to be engaged to achieve established goals.
Ensures services provided by operating companies reflect BC Transit’s corporate values, deliver on contractual obligations, and meets the needs of our customers by leading operation reviews and customer experience evaluations.
Performs all necessary contract administration with contracted transit operating companies including the accurate and timely distribution of operating agreements including service specifications, budget and payment information. Monitors billings for budget adherence for their assigned region. Supports the negotiations on operator contracts and renewals and participates in the contract bidding process for systems under their management.
Responsible for the ongoing oversight of, and response to, customer feedback to ensure the positive perception of transit and identify potential issues and improvements to service delivery.
Participates on committees, working groups and other related forums to address stakeholder relations priorities and issues including acting as a senior advisor or chairing committees, managing issues in public forums, sharing information with the public and assessing trends.
Contributes as a member of the Department management team in identifying and taking action on program-related risks and opportunities; alerting Director to critical issues including anticipated reputational risks to BC Transit, its leadership, and local government partners.
Support Senior Regional Transit Managers on an as needed basis to deliver transit management services within their respective region.
Education and Experience:
To succeed in this role, you have a degree in Political Science, Communication, Business, or a related discipline and 5-7 years of diverse business and/or government experience where you advanced programs and initiatives through your superior relationships and client management skills. With strong business acumen and an understanding of local government, you are known for your creative thinking, integrity, and well-developed communication skills. You will utilize your negotiation and communication skills to effectively build relationships with key contacts in government agencies, operating companies, and other industry bodies. Excellent leadership and project management skills to meet the expectations of local transit partners which will rely heavily upon a diverse team of subject matter experts within BC Transit business units.
Demonstrated decision-making skills for resolving program-related issues using your ability to think strategically and tactically including strong analytical skills to identify and assess the impacts of risks and opportunities in an integrated, multi-disciplinary environment.
Ability to address conflict proactively and confront adversarial situations skillfully with a focus on positive outcomes.
Comfortable with financial budgets and reports with an ability to analyze, and speak to, key performance indicators
Interpersonal skills including exceptional listening, oral and written communications. Strong presentation and public speaking skills with prior experience presenting to formal boards and/or committees being preferred.
Well-developed written communication skills to respond to customer and partner enquiries as well as the ability to write and deliver persuasive reports and presentations
Strong negotiation and communication skills that effectively build relationships with key contacts in government agencies and other industry bodies.
Strong time management and organizational skills that produce positive outcomes in a complex and demanding work environment with an ability to work independently and be self-motivated.
