BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.
This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.
Responsibilities:
Reporting to the General Manager, Regional Transit Systems, the Regional Transit Contract Manager is an essential member of BC Transit’s regional operations team responsible to oversee contract and performance management programs in support of 80 transit service contracts with local government partners and private sector operating companies throughout the province (excepting Victoria and the lower mainland).
As part of BC Transit’s dynamic regional operations team, the position will be responsible for much of the work in support of the programs and activities for selecting new operating companies and ensuring operating companies are delivering transit services in an efficient and cost effective manner while complying with their respective contractual requirements.
Qualifications:
A post-secondary degree or diploma in public sector management, law, business administration or financial management is preferred. An equivalent combination of education and work experience may be considered especially where the applicant demonstrates experience with, and knowledge of, alternative service delivery/contracting out best practices or operational experience within the passenger transportation industry.
Work experience in contract and procurement management from tendering through to contract compliance is desirable. Considerable experience in negotiating contract terms and in developing and overseeing contract change management and contract audit programs would also be an asset.
The successful candidate will have excellent communication and interpersonal skills and have demonstrated their analytical and problem solving skills in the workplace.
Given BC Transit operates transit systems across the province, the successful candidate must be willing to travel periodically.
