Regional Land Use and Environmental Project Manager – Town of High Level

Job Description:
Reporting directly to the Chief Administrative Officer (C.A.O.), the Regional Land Use and Environmental Project Manager is responsible for the administration, research and development of reports for the Northwest Species At Risk Committee and other projects as assigned by the CAO. This position will not be involved in any urban planning or development initiatives.

EDUCATION REQUIREMENTS
The minimum level of education required to perform these responsibilities are:
Possession of a degree in planning, with an environmental focus.

MANDATORY EXPERIENCE REQUIREMENTS
The minimum experience required to perform these duties are:
Experience researching, engaging public and technical report writing within the context of the Species at Risk Act S.C. 2002, c.29 or similar piece of legislation;
Proven environmental research and project management skills and experience;
One-year experience in a Municipal Government environment in Canada, Northwestern Alberta experience preferred;
Ability to work independently, concisely and accurately with the ability to meet deadlines;
Proven inter-governmental skills and experience required at all levels of government;
Proven consultation and engagement experience including public stakeholders, industry, government and First Nations;
Proven experience working within an inter-municipal collaborative framework.
Language requirement: English essential

RESPONSIBILITIES
Work closely with the Northwest Species At Risk Committee and relate to Council through the CAO.
Conduct quantitative and qualitative research with regard to the Species at Risk Act and other changing environmental and planning legislation.
Develop documentation and submission reports to expand the knowledge and advocacy efforts of the Northwest Species At Risk Committee.
Compile and analyze data on demographic, economic, legal, political, cultural, sociological, physical and other factors affecting land use.
Maintain, enhance and develop inter-governmental relationships on behalf of the Northwest Species At Risk Committee and the Town of High Level.
Prepare plans for environmental protection, such as wildlife preserves, national and provincial parks, and protection of watersheds.
Confer with municipal, provincial and federal authorities, civic leaders, social scientists, lawyers, land developers, the public and special interest groups to formulate and develop land use or community plans.
Participate in networking and facilitate partnerships with local, regional, provincial and federal subject matter experts and service providers, e.g., peers in other municipalities, inter-municipal committees, consultants, developers, maintain an awareness of best practices and opportunities.
Interact with the public with integrity and in a professional and courteous manner.
Present plans to civic, rural and regional authorities and hold public meetings to present plans, proposals or planning studies to the general public and special interest groups.
Formulate long-range objectives and policies relative to future land use and the protection of the environment.
Provide pragmatic solutions to complex problems in a timely and politically sensitive environment.
The position will require additional travel.
The Employee may be required on an ongoing basis to attend applicable training, workshops, seminars and courses at the discretion of the Employer in order to facilitate job knowledge and performance. Participate as a member of the High Level Emergency Response team in preparing and enabling the community to respond in the event of a local disaster or regional disaster.

Annual salary for this position will be $91,000.00. A comprehensive benefits package is also provided, a summary of which can be found below.

This position will be based out of High Level, Alberta. Regular travel can be expected to partner municipality location including Rainbow Lake, La Crete, Fort Vermilion, Manning and Worsley. Further travel to Edmonton, Calgary and Ottawa may also be expected from time to time.
