Rapid Response Manager – Canadian Red Cross – Canada

RESPONSIBILITIES/ACTIVITIES
Deployments in Various Leadership Capacities to Emergency Contexts:
Domestic leadership deployments
The Rapid Response Manager may be deployed within Canada as Head of Operations, Deputy Head of Operations, Director Operations, Field Operations Team (FOT) Lead, or Operation Manager and will support large scale operations under the CRC Domestic Disaster Management. Typical deployment length is 3 weeks to 3 months.

Responsibilities include:
Assess, launch and/or manage CRC domestic response operations.
Support Indigenous leadership as required to establish a response operation plan and team based on the agreed role of the Red Cross in the operation.
Manage CRC volunteers and staff supporting the operation.
Ensure a strong team dynamic, with relevant personnel wellness, coordination, and safety measures implemented and followed.
Coordinate with internal and external stakeholders.
Manage emergency response assets including funds and equipment.
National Disaster Coordination Team or International Operations support and Training Facilitation

Responsibilities:
Support delivery and facilitation of trainings for both the Canadian Red Cross and the broader International Red Cross Movement
Support the delivery and facilitation of training programs geared for Indigenous populations or with various levels of government.
Support and manage emergency response operations at the National Office.
CRC International leadership deployments

Responsibilities include:
Asses, launch, and/or manage Canadian Red Cross and/or Federation response operations.
Support National Society affected by disaster
Coordinate with internal and external interlocutors
Manage assets including funds, personnel and equipment
Home Based Duties:
When not deployed, the Rapid Response Manager will be responsible for supporting projects as assigned, to be completed at a location agreed upon by the supervisor.
Home Based Duties may include but are not limited to the following:
Contribute as a Subject Matter Expert to the implementation of projects focused on developing emergency response systems for Indigenous communities;
Participate in Indigenous reconciliation activities occurring in the local geography;
Supprt curriculum development for trainings;
Support lessons learned initiatives for both Domestic and International Emergency Management;
Manage special projects as requested;
Coordinate with external actors and Movement partners as needed;
Work on their individual professional development as it aligns to the responsibilities of this position;

QUALIFICATIONS
EDUCATION AND EXPERIENCE
University degree in relevant subject, preferably in disaster management, international humanitarian studies, project management or equivalent combination of experience and education;
Experience managing diverse teams in complex situations;
Experience working with Indigenous communities and people is required;
Experience of acting in a senior representational role;
Demonstrated experience in building and maintaining internal and external relationships;
Experience working with the Red Cross and Red Crescent movement considered an asset;
Experience working for non-government organizations in disaster management in Canada is preferred;
Experience managing or coordinating complex emergency operations, with consideration for experience in emergency services, fire fighting or other non-humanitarian aid contexts;

SKILLS, ABILITIES AND KNOWLEDGE
Ability to harmonise interactions and activities between and among Red Cross and external partners;
Ability to identify and analyse the needs of the affected communities and the gaps in existing capacity to respond;
Strong people management skills (ability to mentor, motivate, support and lead teams);
Problem solving abilities. Capable of decision making and directing others in conditions of uncertainty;
Fluent in English (written and oral). Additional indigenous languages a strong asset;
Ability to deliver under tight timelines in ambiguous and challenging environments;
Strong communication and analytical skills;
Strong computer skills (word, excel, power point).
Ability to learn quickly and adapt priorities as required;
Knowledge of Canadian Emergency Management Coordination mechanisms, plans, and processes;
Knowledge of Red Cross, Red Crescent Movement tools and systems;
Knowledge and understanding of minimum standards in humanitarian response and industry best practices;

WORKING CONDITIONS
Travel to both emergency and disaster settings on short notice will be frequently required. Field deployments can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts. Demonstrated ability to work in stressful and often ambiguous conditions is required. While not deployed, the RRM will work from a home-based office.
