Rail Contracts and Operations Planning – TransLink

Responsibilities
Provides strategic leadership and direction to the successful operation of West Coast Express Commuter Rail System, the contractual management of Canada Line Concession Agreement and SkyTrain Operations Planning. Liaises with multiple stakeholders to deliver a safe, secure and reliable rail transit service and ensure the seamless integration for different rail systems.

Key Accountabilities
As a member of Operations division leadership team, supports the VP in the development and achievement of divisional strategies and priorities in alignment with the vision and business plans of the rail company. Translates broad divisional strategies into department objectives, operational plans and programs. Develops the strategies and plans for contracted rail services provided for the BCRTC Rail Group.

Directs the development of performance standards, productivity measures and key performance indicators for all reporting areas. Directs ongoing assessment of operational and administrative procedures, processes and policies, implementing enhancements as necessary to streamline and optimize support functions. Develops, monitors and executes the departmental budget. Provides strategic leadership and insight to ensure the integration with different existing or new rapid transit service systems.

Provides strategic leadership and direction on the safe, efficient, innovative and economic delivery of WCE commuter rail service, cost-effective maintenance, excellent customer experience and a wide range of operating and maintenance contracts.

Directs the contract management and administration of Canada Line concession agreement, oversees the performance and efficiency of service delivery through contractors and authorizing the payment involving significant revenues. Collaborates with TransLink Strategic Sourcing and Real Estate on major changes and contract negotiation, ensuring the service delivery requirements are addressed.

Directs SkyTrain Operations Planning in support of a safe, secure and reliable rail service. Oversees the development of annual rail service plans, train schedule modifications and implementation of revised schedules in support and development of alternate service strategies associated with special events, maintenance activities and capital projects.

Represents WCE and Canada Line on internal/external steering and stakeholder meetings. Provides a senior level of advice and expertise to the BCRTC Executive Committee and others in the enterprise, as it relates to anticipated, new and/or existing rail contracted services.

Develops and leads the critical relationship with stakeholders and Governmental Regulators as well as vendors, involving contract administration; day-to-day interface; resolution of operational issues; quality assurance; performance metrics, analysis and reporting; investigations.

Manages, develops and coaches reporting managers, and also oversees all people management for – union and exempt staff in reporting areas. Develops and maintains departmental succession plans.

Qualifications
Education and Experience:
The requirements for this job are acquired through a bachelor degree in Business Administration, Contract Management or related discipline, and 10 years of related experience at progressive levels of responsibility in contract management and leading an operations/service delivery area within the rail industry.
Other Requirements:
Excellent knowledge of the concepts, principles, practices and techniques pertaining to business management within the transit industry, particularly as it pertains to operations control and customer service
Excellent knowledge of the concepts, principles, practices and techniques pertaining to contract management
Advanced planning and organizational skills to develop strategies and plans for all areas of accountability
Advanced interpersonal skills to provide expertise and advice to BCRTC executives; engage in dialogue with union executives/representatives to address and resolve issues; and to represent BCRTC on various committees and stakeholder meetings
Advanced analytical, problem solving and decision making skills to identify and mitigate risks pertaining to areas of accountability, and to identify and resolve roadblocks to achieving service support goals
Advanced leadership, development and team building skills to manage direct reports, and to provide senior direction to management of indirect reports (includes solid knowledge of labour relations, dispute resolution, and related legislation in the context of people management)
Advanced project planning/project management skills including experience conducting audits, withholding payment for poor performance and dispute resolution
Advanced general/change management and leadership skills
Working knowledge on the relevant systems and software pertaining to areas of accountability
Due to the nature of the 24/7 services we provide, there may be times where late or extra hours are required

Work Schedule

Rate of Pay
Grade: 9
Salary: $127,932 to $159,914 per annum ($61.51 to $76.88 per hour)
