The Cowichan Valley Regional District (CVRD) is seeking a passionate and experienced Procurement Officer to lead the procurement activities at the Regional District. Reporting to the General Manager, Corporate Services, the Procurement Officer is responsible for: research, development, and implementation of sourcing, contracting and procurement process and procedures; providing training, advice and recommendations to staff on appropriate procurement methods and contract management; analyzing risk factors; establishing and maintaining a vendor performance program; and leading competitive selection processes for complex, high profile projects.
The successful candidate will be a designated Supply Chain Management Professional and have five years of senior level procurement experience. The ideal candidate will possess a Public Sector Procurement Program certificate and have local government experience. A valid Class 5 BC Driver’s License is required.
You are a results-oriented professional with a demonstrated track record designing, developing and implementing best practice procurement processes that are open, fair and transparent. You have a thorough understanding of local government procurement, risk management and contract law.
Your experience includes developing and implementing vendor performance programs and resolving vendor performance issues and inquiries You have highly developed negotiating and contract management skills and advanced business analysis skills which allow you to identify issues, weigh competitive considerations, and confidently make decisions and recommendations.
You are committed to delivering outstanding customer service. Your exemplary interpersonal and leadership skills position you well to provide effective training and informed advice to staff to support understanding and compliance with Regional District policies and legislated requirements.
