Job Description:
Reporting to the Manager of Planning and Development Services, the Planning/Development/Subdivision Officer is responsible for development control and subdivision within Yellowhead County, ensuring that planning and development regulations are properly administered.
The salary range is currently $78,822 to $99,774. Yellowhead County offers a competitive benefits
POSITION RESPONSIBILITIES:
Planning and Development
Provide members of the public with information regarding development/subdivision inquiries and convey relevant legislation affecting proposals.
Process development permits/subdivision applications.
Decide on development permit applications.
Issue subdivision approval decisions and determine conditions of subdivision approval.
Prepare and present development reports at Subdivision and Development Appeal Board hearing and respond to questioning by Board members.
Investigate issues related to illegal development and decide on appropriate action to be taken.
Prepare Development Agreements related to development and subdivision approvals.
Prepare Council agenda items for review by the department Manager and Director.
Present items to Council and responds to any questions or concerns of Council and/or the public, as requested by the Chief Administrative Officer, Director or department Manager.
Review and sign registerable instruments submitted by surveyor.
Prepare and sign registerable instruments.
Land Use Bylaw and Area Structure Plan Amendments
Respond to inquiries related to land use bylaw amendments and Area Structure Plan amendments.
Process and prepare land use bylaw amendments and Area Structure Plan amendments related to subdivision/development inquiries and other matters.
Take an active role in Steering Committee meetings relating to the preparation of statutory plan updates and reviews.
Consult and make recommendations as per relevant County policy to private developers/Planning Consultants on the preparation of developer driven Area Structure Plans and Conceptual Plans.
Public Land Disposition
Research and respond to referrals on lease disposition of public lands from the provincial government.
Road Closures
Research and counsel inquiries related to road closures.
Review road closure applications, including preparation of bylaw, organize notice for public hearings, preparation of advertising and preparation of referrals.
Prepare documentation for the Minister of Transportation.
Organize registration of documentation at Land Titles Office.
Land Management
Investigate requests, prepare development reports and make recommendations concerning inquiries and requests to purchase County owned property.
Administer the sale and transfer of County owned property to successful purchasers, including coordination of preparation of documents and registration of documents at Land Titles Office.
Training and Development
Assist in training department staff as required.
MINIMUM QUALIFICATIONS:
Education/Skills
Valid class 5 Drivers License
Defensive driving
Post-secondary train ing in Land Use Planning or related disciplines. This may include completion of Land Use Planning certificate.
Knowledge of municipal legislation, regulation and bylaws
Knowledge of planning theory and concepts, planning tools and skills
Proficient in business letter writing and all aspects of Microsoft Office
Strong analytical, research skills
Ability to work independently and as part of a team
Five (5) years experience in Municipal Planning setting

PREFERRED QUALIFICATIONS:
Education/Skills
Bachelors Degree in Land Use Planning of related discipline
Eligibility for membership in the Alberta Development Officer’s Association
Eligibility for membership (Canadian Institute of Planners)
Five (5) years experience as a subdivision or development officer
Experience In
Geographic information systems (GIS)
WORKING ENVIRONMENT:
Work is conducted in an office environment with long periods of sitting and in a field environment requiring travel.
Position involves managing both short term and long term projects/files.
Public contact is often confrontational.
