Manager, Scheduling / Analysis – BC Transit – Victoria, BC

BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.

This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.

Reporting to the Director, Corporate & Strategic Planning, the Manager of Scheduling and Analysis is accountable for the functional program areas that provide scheduling services and expertise for Victoria and Regional Transit Systems, and analytics, forecasting and reporting in relation to transit system evaluation and performance.

Responsibilities:

Oversees or conducts analysis, development, monitoring and coordination of detailed transit schedules and run cuts which reflect service design changes, including;
Developing vehicle assignments designed to maximize productivity and minimize required vehicles, while providing service reliability and capacity in keeping with demand and operational constraints such as vehicle type restrictions and garage storage capacity;
Directing staff in the development of schedule revisions and the runcutting process to increase the operational efficiency of schedules and to meet the related needs of Operations, Service Plans, Union Agreements and company policy;
Liaising with Planning staff to ensure proposed schedules meet service planning specifications within the identified service hour allocations;
Liaising with Operations and Maintenance staff regarding transit service reliability, manpower requirements and vehicle utilization to ensure consistent, reliable and efficient service delivery;
In the Victoria Region, leads runcutting to create a crew schedule designed to minimize the cost of delivering service while providing high levels of reliability and aligning with applicable collective agreements to create a reasonable working environment for employees. Coordinates and facilitates the Service Review Committee meetings with UNIFOR representatives.
Assists regional operating partners by serving as first point of contact regarding HASTUS support for runcutting.
Ensures consistent reliable provision of schedule information to customers including Rider’s Guide development, online schedule information, Google transit and Automatic Vehicle Location (AVL) data to feed real time information where applicable.
Manages staff responsible for the technical processes and frameworks for monitoring and evaluating existing transit services including development of data collection, database construction, mapping, modeling and analysis of transportation data, including:
Corporate forecasting of ridership statistics through the analysis and integration of electronic farebox and Automatic Passenger Counters (APCs) ridership data;
Operational performance reporting as it pertains to on-time performance and run-times for communities equipped with AVL and other smart-bus technology;
GIS and mapping services;
Base data, including the Bus Stop Management System (BSMS), route alignment and transit public maps;
Wayfinding and trip planning applications including Google Transit;
Quality Assurance (QA) on critical operations, scheduling and planning data.
Provides solutions for identifying and improving transit efficiency, effectiveness, and productivity.
Develops and manages overall operations program budget;
Manages the work of assigned staff, maintains responsibility for unit productivity, provides for training and professional development of assigned staff and participates in the selection of staff for the department;
Develops relationships with government agencies, operating subsidiaries, contractors, distributors, and other various stakeholders as required to ensure the department is meeting its objectives;
Other duties as required

Background:

The competencies for the position would typically be acquired through a university degree in transportation planning, geography, computer science/engineering, or business, and three to five years of related transportation scheduling experience, preferably using HASTUS scheduling software, or an equivalent combination of education and experience. Preference will be given to candidates who also have experience managing GIS/data analysis and forecasting programs.

Competency and Technical Requirements:

Knowledge of scheduling techniques and applications, such as HASTUS;
Advanced knowledge of HASTUS modules, including writing/editing OIG files, attributes, rule versions, etc., is preferred;
Analytical skills to develop optimal schedules within the given constraints
Knowledge of data acquisition, data processing, analysis of detailed information, transportation demand forecasting techniques, GIS, planning and reporting, and information dissemination.
Analytical skills to identify and assess the impacts of program-related risks and opportunities in an integrated, multi-disciplinary environment;
Communication skills to write and deliver major reports and presentations;
Ability to demonstrate good judgment and political sensitivity in all areas of decision making, leadership, professional relationships and in the overall management of the scheduling and analysis programs;
Interpersonal skills to identify mutually acceptable solutions, and work to achieve consensus between groups, particularly as they relate to union requests pertaining to the runcut;
Knowledge of the principles, theories, concepts and practices of transit planning is desired;
Decision-making skills to make recommendations/resolve scheduling-related challenges, and to make decisions on conflicting priorities;
People leadership skills to supervise a staff of schedulers, GIS and data analysts, and others in related functions
