Description:
This position reports to the Director of Growth and Community Services and is responsible for the overall management of the City’s real estate portfolio. The incumbent will conduct day to day real estate functions and provide professional real estate expertise to all City departments, various Committees and to City Council. The selected individual will take the lead in preparing and implementing a long-term strategic land strategy for the municipality and also executing an annual tactical plan. It is expected that the incumbent will take initiative and lead change towards continuous improvement in (Real Estate) asset management and development, while optimizing revenue streams for the City of Fredericton and following the long-term strategic land strategy.
Position Summary
Complete due diligence research so as to effectively negotiate real estate transactions on behalf of the City of Fredericton.
Take the lead in negotiating the acquisition of property, easements or rights-of-way to meet the various departmental requirements.
Coordinate the preparation of all required plans and agreements and ensure there is an appropriate level of review and input from all necessary departments and stakeholders.
Identify properties that are surplus to municipal needs and recommend an optimal disposal strategy to the Director of Growth and Community Services and City Council.
Undertake an annual review of all City owned property ensuring tax assessment is appropriate, and identify any liabilities and encroachments.
Provide clear expectations and provide timely response to customers
Prepare and implement the City’s long-term strategic land strategy and update regularly.
Prepare and implement an annual tactical property acquisition/disposal plan.
Manage the City’s industrial land inventory.
Optimize City property ownership to meet the corporation’s needs.
Prepare estimates and recommendations.
Identify areas where City’s involvement would expedite development to increase tax base.
Negotiate with property owners, stakeholders and private developers
Work closely with and report directly to Strategic Land Priorities Committee, with subsequent reporting to standing committees and or Council-in-Committee.
Chair the City’s Property Management Committee, the interdepartmental staff committee that provides advice on property acquisition, management, and disposal.
Education & Experience
The successful candidate will have a University degree and a minimum of 5 years of experience in a Municipal and/or Provincial Government setting or in professional real estate;
Be fully familiar with the Municipalities Act, Official Languages Act and the Right to Information and Privacy Act;
Sound knowledge of Municipal legislation, Bylaws and Council procedures and the ability to assist in drafting agreements, Bylaws and contractual obligations;
Excellent planning & organizational skills with the ability to continuously work within time constraints;
Experience working with electronic records;
Excellent interpersonal and communications skills, both oral and written and the ability to work with people in a professional manner.
General knowledge of administrative practice, office practices and procedures including proficiency with MS Office;
Ability to communicate in both official languages will be considered an asset.
