Reporting to the CAO, the Manager of Human Resources provides strategic leadership on services to the Town of Strathmore.
The Manager of Human Resources will ensure that the services offered are aligned with the needs of a growing community and foster a culture of public service that earns the trust, respect and confidence of the Town.
The Manager of Human Resources leadership style will create and nurture an environment that encourages individual commitment and growth, fosters teamwork and recognizes the importance of excellent community partnerships and relationships.
As a member of the Senior Management Team, the Manager of Human Resources provides strategic leadership to the organization aligned with the Town Council Strategic Plan and corporate plans.
The Manager of Human Resources will provide leadership to staff in the delivery of services and programs within the department and provide information and strategic advice to Town Council.
POSITION SUMMARY:
Responsible for all the Town’s human resources management programs including Human Resources Information Management; Occupational Health & Safety; Performance Management and Employee Relations, Job Evaluation and Classification; Benefits and Compensation; Recruitment and Selection; Organizational Learning, Training, and Development; Organizational Effectiveness; Labour Relations and Collective Bargaining.
CORE FUNCTIONS:
The Human Resources Manager has a key role in the organization by leading the professional practice in Human Resources and in contributing to the strategic direction of the organization as a member of and an advisor to the Strategic Leadership Team (SLT).
25%Responsible for all human resources management programs including policy development and ensuring consistent application and interpretation of policies and procedures.
35%Manage, plan, and implement department objectives to align with the Town’s strategies, goals, and priorities to maximize service delivery within established financial parameters for the Human Resources Department.
25%Responsible for labour relations and collective bargaining as the chief spokesperson for the Town in negotiations of collective agreements and ensuring the collective agreements are administered in an effective and consistent manner.
10%Responsible to represent the Town to other government agencies, specifically the Alberta Public Sector Employee Relations Practitioners Group and the Alberta Cities Safety Council.
POSITION QUALIFICATIONS AND SKILLS:
A post secondary or university degree in social sciences, public administration, business, human resources, or equivalent.
A minimum of (7) years of progressively responsible supervisory and management experience in a unionized environment including at least 3 years of experience as the employer representative in collective bargaining
Eligibility for Certification as a CHRP (Certified Human Resources Professional).
Proven supervisory and senior management abilities.
Highly developed written and verbal communication skills.
Excellent interpersonal skills.
Proven ability to effectively liaise with municipal councils and other levels of government and staff at all levels in the organization.
