The Manager of Bylaw Enforcement is responsible for day-to-day operations of the Bylaw Enforcement Division and reports to the Chief Administrative Officer. This is supervisory, administrative and regulatory work relating to the enforcement and inspection functions performed by Bylaw and Parking Enforcement Officers. The Manager of Bylaw Enforcement will develop and administer policies, plans and strategies, prepare and monitor the annual operating budget, supervise and coordinate enforcement staff, represent the City in bylaw court matters, direct the investigation of complaints relating to inspections and bylaw regulations, represent the City on task forces and committees and will prepare reports and correspondence on issues, concerns and projects. The Manager of Bylaw Enforcement will have the ability to develop strategic and operational plans, negotiate and resolve conflicts, and maintain effective working relationships with the public, staff and management.
The Manager of Bylaw Enforcement will exercise considerable independence of judgment and action. We are looking for someone who has Grade 12 or equivalent, completion of the Justice Institute of British Columbia Bylaw Enforcement and Investigative Skills Level 1 and 2 Courses, a Certificate in Business Administration or related program, a minimum of 10 years’ experience in bylaw enforcement or equivalent work and completion of Local Government Leadership Development Program or Conflict Resolution. A valid Class 5 driver’s licence for the Province of British Columbia is required.
