Job Overview
Reporting to the General Manager of Eastlink Center, the Manager of Aquatics is responsible for the overall leadership, planning, development, implementation, coordination, administration and evaluation of the City of Grande Prairie’s aquatic programs and services. The Manager provides leadership, guidance and support relative to the provision of needs based and targeted aquatic, recreation, support and special initiatives. Integrates the principles of contemporary, entrepreneurial public sector management including community involvement and responsiveness, customer service, strong financial management, alternative service delivery options, commitment to staff, and a systems focus as the framework for service delivery. As a member of the Eastlink Centre Management team, he/she must be able to work effectively with community organizations and co-workers, demonstrating exemplary customer service and interpersonal skills.
Main responsibilities
The Manager of Aquatics ensures the coordination and operation of all aquatic and active living programs and services provided by the Eastlink Centre’s aquatic facilities. These facilities have long operating hours and are open almost every day of the year. This position provides leadership and direction to Department employees through the development of short and long term plans and the development /implementation of related policies, procedures and standards.
The Manager of Aquatics provides strong leadership and expertise in public sector management, service delivery models, administration and communication. The position is responsible for all aspects of the Aquatics operations including financial accountability, human resource management, leadership and technical skills development, program administration, policy development, compliance with safety regulations, research, evaluation and strategic planning. As the business relates to activities within aquatic facilities, staff training/orientation, Workplace Health and Safety, and risk management issues are priority concerns.
Prepares, for approval of the General Manager of Eastlink Center, marketing and promotional plans for the facility; develop programs, events and arranges for the provision of aquatic services; researches options for enhancement of programs as is reflective of the community’s demographics. Researches ways to offer leading edge and innovative programs, events and services for the public; monitors and evaluates programs and service delivery to ensure customer needs are being met and to ensure that accessibility issues are addressed.
Provides direction and leadership to ensure the effective and comprehensive delivery of aquatic services that are responsive to the identified needs of the City of Grande Prairie and the specific needs of individual community areas. Assists with the development of broad aquatic programs and special events.
Responsible for the compilation of data and the provision of reports regarding the operation of the pool and programs. Researches information to assist in the development of policy, including trend analysis and demographic analysis. Prepares policy for submission for approval to the General Manager of Eastlink Centre and/or Community Living Director.
Ensures that staff are informed about current policies that affect the operation and that compliance with approved departmental and City policies are maintained. Develops division budget for approval; monitors budget to ensure that expenditures and revenues are in line with budget projections; provides input, analysis and recommendations on budget processes including providing insight and examples for enhancing revenue or streamlining expenditures. Liaises with user groups, assisting them with the delivery of their programs and services to their customers. Provides guidance to staff to ensure that a consistent level of excellent customer service is provided to the public; liaises with the public to assist with aquatic and recreation program inquiries and requests.
Qualifications
Degree in Physical Education, Recreation or Public Administration, Management Studies, or a related social science discipline or an equivalent combination of advanced university education, training and management experience.
A minimum of approximately 5 years of diverse and progressively more responsible experience in Municipal Management, aquatic service delivery, recreation delivery systems, and program and/or people management.
Demonstrated leadership, managerial, organization, analytical and decision making abilities.
Exceptional customer service skills
Demonstrated ability in the development, interpretation, implementation and evaluation of aquatics and recreation policies.
Knowledge of current trends and demonstrated ability to incorporate trends in the provision of programs, facilities and services.
Ability to work in a political and public management environment with all levels of government and the private sector.
Demonstrated ability in the establishment of appropriate systems for equipment acquisition, maintenance and operation to ensure a safe environment for public and staff.
Strong interpersonal skills, including communication (oral & written), facilitation and collaboration with municipal staff, the public, major user groups and community organizations.
Well-developed analytical, presentation and report writing skills.
Applied knowledge of public management principles, alternate service delivery approaches, business and strategic planning processes and related financial management techniques.
Ability to function independently and analyze issues in an expeditious manner, making accurate and thorough recommendations.
A sound knowledge of information, human resource and budget systems
Experience in initiating or participating in research.
A thorough knowledge of City of Grande Prairie policies, regulations pertaining to the Community Living Department.
Comprehensive knowledge, experience and administrative supervision in aquatics services and programs and community development support systems would be considered an asset.

Salary / Wage
$98,715 – 120,182 plus a comprehensive benefits package.
