Human Resources Advisor – BC Transit – Victoria, BC

BC Transit coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in BC outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit staff provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services. BC Transit is a provincial crown corporation. This position is based in Victoria which is located on the southern tip of Vancouver Island.

Responsibilities:

The Human Resources Advisor consults with Directors and Managers within an assigned client group to identify and develop strategies in support of the implementation of key human resources priorities.
Plans and coordinates day-to-day delivery of a wide range of Human Resources programs and services to client groups; supporting the application of best practice to people-related issues while continuously developing strength and expertise in the practical application of Human Resources knowledge.
Leads or assists in the development of programs and initiatives related to any of the Human Resources disciplines such as recruitment, compensation/job evaluation, benefits/pension, performance/recognition, training/ development, health/wellness, succession planning and attendance management. May take the lead on a designated project to implement effective solutions organizationally wide.
Assists in developing/modifying policies and procedures as required. Researches best practice, trends and emerging issues, documenting findings and making recommendations to senior Human Resources staff.
Liaises with government agencies for reporting purposes or to gather information. Also liaises with Human Resources practitioners in other organizations to conduct research.
Develops effective working relationships with all levels of staff and management, conducting initial assessment of issues, responding to queries and providing guidance and information, ensuring compliance with Human Resources policies, procedures and legislative requirements.
Communicates one-on-one and in group situations to explain elements of Human Resources programs, policies and procedures to employees, client groups and the Senior Leadership Team.
Performs related duties in keeping with the purpose and accountabilities of the job.

Qualifications:

As our ideal candidate, you will have a university degree in a Human Resources or related discipline. A CHRP designation would be an asset. Your education will be supplemented by 5-7 years previous experience as a Human Resources generalist in a unionized environment, and previous experience leading corporate wide projects. Your qualifications should also include superior written, verbal, and analytical skills as well as competency with word processing and spreadsheet software and proficiency with HR Information Systems.

Knowledge of the relevant policies, procedures and legislation
Planning and coordination skills to provide assistance in the development of projects and initiatives, and to assist in day-to-day delivery of Human Resources services and programs
Effectively communicates verbally and in written form with staff members both in the department and throughout the organization to respond to queries and explain Human Resources programs, policies and procedures
Contribute to and implement policies as well as recommend changes to effectively implement proposed policies
Strong administrative and organizational skills
Ability to maintain and promote confidentiality
Problem-solving and decision-making skills to conduct initial assessment of Human Resources issues, and know when to refer problems to senior Human Resources staff
Research and analytical skills to research and document Human Resources best practices, trends and emerging issues
