Executive Director – Port Alberni – Literacy Alberni Society

POSITION SUMMARY: The Executive Director is dedicated to the mission of Literacy Alberni Society and has responsibility for the effective day-to-day operation and administration of the organization and all of its programs, in keeping with the goals and objectives of Literacy Alberni as established by the Board of Directors. The Executive Director is responsible to maintain a warm, friendly, and effective environment for all Literacy Alberni learners, volunteers, and employees. The position will be responsible to give direction to staff, volunteer tutors, literacy learners, and ESL learners.

DUTIES AND RESPONSIBILITIES:
The Executive Director performs the following duties and responsibilities:

Leadership
Participate with the Board of Directors in developing a vision and strategic plan to guide Literacy Alberni.
Identify, assess, and inform the Board of Directors of internal and external issues that affect Literacy Alberni.
Act as a professional advisor to the Board of Directors on all aspects of Literacy Alberni’s activities.
Foster effective teamwork between the Board and the Executive Director and between the Executive Director and staff and volunteers.
In addition to the President of the Board, act as a spokesperson for Literacy Alberni.
Conduct official correspondence on behalf of the Board as appropriate and jointly with the Board when appropriate.
Coordinate orientation and professional development support to Board and committee members.
Develop and maintain effective working relationships with the Board to further the goals and services of Literacy Alberni.
Prepare and submit a quarterly report to the Board and Executive Committee.
Prepare and present an Annual Report for the Annual General Meeting and appropriate funding sources.
File appropriate reports with the Registrar of Companies (according to the BC Society Act), the Receiver General of Canada, and other reports as required.
Participate with the Board in developing long-range plans and objectives for Literacy Alberni.
Participate with the Board in setting specific annual priorities and objectives within the long-range plan.
Oversee all contracts and ensure adherence to terms.
Operational planning and management

Develop an operational plan that incorporates goals and objectives that work toward the strategic direction of Literacy Alberni.
Ensure the operation of Literacy Alberni meets the expectations of its learners, clients, Board, and Funders.
Oversee the efficient and effective day-to-day operation of Literacy Alberni and all of its programs and services.
Draft policies for the approval of the Board and prepare procedures to implement Literacy Alberni policies; review existing policies on an annual basis and recommend changes to the Board as appropriate.
Ensure that personnel, learner, client, donor, and volunteer files are up-to-date and that they are securely stored and privacy/confidentiality is maintained.
Provide support to the Board by preparing meeting agenda and supporting materials.
Program planning and management

Oversee the planning, implementation, delivery, and evaluation of Literacy Alberni’s programs, projects, and services.
Ensure that the programs and services offered by Literacy Alberni contribute to its mission and reflect the priorities of the Board.
Maintain and grow student numbers in ESL and Literacy tutoring programs, and attempt to attain targets, as outlined in government contracts.
Recruit ESL and literacy learners and volunteer tutors from throughout community.
Act as a liaison between learner/tutor matches, including advisement, problem solving, providing feedback, and monitoring progress.
Select and implement individualized instructional materials and appropriate teaching strategies for the levels and needs of each learner-tutor pairing.
Supervise computer literacy activities, when and where relevant.
Human resources planning and management

Determine staffing requirements for organizational management and program delivery.
Oversee the implementation of the human resources policies, procedures, and practices including the development of job descriptions for all staff.
Establish a positive, healthy, and safe work environment in accordance with all appropriate legislation and regulations.
Recruit, interview, and select staff that have the right technical and personal abilities to help further Literacy Alberni’s mission and values.
Ensure that new staff and volunteers receive an orientation to Literacy Alberni and that appropriate training is provided.
Implement a performance management process for all staff which includes monitoring the performance of staff on an on-going basis and conducting an annual performance review.
Coach and mentor staff and volunteers as appropriate to improve performance.
Discipline staff when necessary using appropriate techniques; release staff when necessary using appropriate and legally defensible procedures.
Hire, train, supervise, and evaluate staff and volunteers in accordance with approved personnel policies.
Report regularly to the LAS Human Resources Committee and make recommendations on any changes in job description, salaries, and personnel policies.
Make sure personnel policies are followed.
Inform staff and volunteers of decisions and policies made by the Board which may impact on their work.
Promote an effective team approach among the staff and volunteers of Literacy Alberni.
Make sure there is provision for staff and volunteer training and development opportunities.
Financial planning and management

Work with the Board and Fundraising Committee to secure adequate funding for the operation of Literacy Alberni.
Administer the funds of Literacy Alberni according to the approved budget and monitor the monthly cash flow of Literacy Alberni.
Provide the Board with comprehensive, regular reports on the revenues and expenditures of Literacy Alberni.
Prepare and present a draft annual administrative and program budget for consideration and approval by the Board.
Make sure there is effective financial control of receipts and disbursements and safeguard of assets, and ensure that sound bookkeeping and accounting procedures are followed in partnership with Society accountant.
Ensure that financial reports are available at each Executive and Board meeting.
Make sure that the financial statements are completed for presentation at the Annual General Meeting.
Identify potential funding sources and prepare and submit funding proposals.
Design, implement, and oversee fundraising plans and initiatives.
Approve expenditures within the authority delegated by the Board.
Community relations/advocacy

Communicate with stakeholders to keep them informed of the work of Literacy Alberni and to identify changes in the community served by Literacy Alberni.
Establish good working relationships and collaborative arrangements with community groups, funders, politicians, and other organizations to help achieve the goals of Literacy Alberni.
Make sure Literacy Alberni is represented (personally or by delegation) on provincial, regional, and/or government committees, forums, conferences, and develop and maintain a sound working relationship with other agencies and all other groups with whom Literacy Alberni is involved.
Promote the projects and programs of Literacy Alberni by developing publications, brochures, flyers, public service announcements, newsletters, and print advertising.
Provide support and resources to the literacy community in the Alberni Valley (as required).
Advocate on behalf of Literacy Alberni through public speaking engagements, presentations to government, letters, and interviews with the media.

Risk management
Identify and evaluate the risks of organizational initiatives to Literacy Alberni’s people (learners, clients, staff, management, and volunteers), property, finances, goodwill, and image and implement measures to control risks.
Ensure that the Board of Directors and Literacy Alberni carries appropriate and adequate insurance coverage.
Ensure that the Board and staff understand the terms, conditions, and limitations of the insurance coverage.

Literacy Outreach Coordinator Duties
Work with groups and individuals within the community to facilitate the creation of new literacy programs and services.
Work to increase broader community participation between literacy groups, literacy organizations and supporters of literacy.
Coordinate the review and updating of the community Literacy Strategic Plan and the Alberni Valley Library Plan.
Where required, participate in the evaluation of literacy initiatives.
Act as liaison at the provincial and community levels to ensure that all literacy initiatives align with broader national/provincial, regional and community directions.
Act as liaison between Literacy Alberni and the School District around literacy activities.
Work with the other regional Literacy Outreach Coordinators and Decoda Literacy Solutions towards the creation of the District Literacy Plan.

Educational and Experience Requirements:
Bachelor Degree or equivalent experience in the literacy and/or immigrant settlement assistance field.
Demonstrated and successful experience planning, organizing, managing, and communicating.
Excellent oral and written communication and presentation skills.
Salary: $52,000 per annum.
