Director, Operations/Health, Safety – Canada – Nova Scotia Offshore Petroleum Board (CNSOPB) – Halifax City

The Canada-Nova Scotia Offshore Petroleum Board (CNSOPB) is located in Halifax, Nova Scotia, and is the independent joint agency of the Governments of Canada and Nova Scotia responsible for the regulation of petroleum activities in the Nova Scotia Offshore Area.

The Director, Operations/Health, Safety & Environment reports to the Chief Executive Officer and is responsible for administering the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Acts, and its regulations relating to offshore oil and gas operations, and specifically for promoting the continuous improvement of health, safety (including security) and environmental performance. The incumbent is responsible for directing a team of eight professional and technical staff (in accordance with established human resource policies and procedures) with primary responsibilities for:

Managing Board processes for review and approval of activity authorization and development plan applications for proposed offshore oil and gas activities;
Managing environmental assessments of proposed offshore oil and gas activities;
Reviewing and recommending acceptance of health, safety and environmental protection plans;
Monitoring regulatory compliance of authorized activities;
Responding to incidents/accidents.

The ideal candidate is a seasoned Director with 20+ years of hands-on experience in the offshore oil and gas sector with an emphasis on health, safety and environmental protection. Sound judgement, initiative and superior problem solving skills matched with excellent verbal and written communication skills enable this individual to competently manage a team of professional and technical staff, address a variety of regulatory functions concurrently, and deal with a broad range of stakeholders.

This role requires the incumbent to be on-call 24 hours a day in case of an offshore emergency, to pass BST training, and must possess or be eligible for Government of Canada Level II secret security clearance. A bachelor degree in engineering or engineering technology or equivalent with a relevant professional designation is required. Additionally, the incumbent should be a Canadian Registered Safety Professional (CRSP) or be willing to obtain such designation in a timely manner.
