Reporting to the City Manager, the Director of Recreation & Community Services is responsible for the planning, provision or facilitation and maintenance of services and facilities that include the Arena, Aquatics, Fitness, and Community Recreation Facilities within the Prince Rupert Recreation Complex. Responsibilities include working in partnership with Community Services promoting the growth development and provision of services. The incumbent exercises considerable independent judgement and action in their daily work and only complex matters or those of major impact on are referred to the City Manager. Responsibilities include strategic planning; service and bylaw development; managing facility maintenance operations; and budgeting. Work is evaluated in terms of achieving objectives and in the quality of service provided.

DUTIES & RESPONSIBILITIES:
Plans, organizes, directs and controls, through working with subordinate supervisors, Department personnel engaged in the provision or facilitation of leisure activities including the marketing and promotion of services to the community;
Defines work functions. Manages the selection, training, supervision, motivation and evaluation of staff and the selection and supervision of contractors performing functions with this service area;
Researches sport recreation and culture methods and techniques to determine their suitability for use;
Recommends policy and implements procedures for Recreation and Community Services;
Prepares an annual operating and capital plan and budget for submission to the City Manager and ensures that approved budgets are administered and controlled;
Develops and monitors community service agreements. Promote neighbourhood community participation in the planning and operation of services;
Facilitates the development of Sport and Culture Tourism;
Co-ordinates public involvement processes and represents the department at public and community group meetings regarding recreation and community services and facilities;
Provides advice for recreation and culture planning, development and operations to community groups, the Recreation Commission and staff;
Establishes and maintains effective working relationships with other Municipal Departments the School District and other government agencies. Advises the City Manager of any activity or legislation that may have an effect on the delivery of leisure services;
Prepares reports and makes recommendation to the City Manager on topics relating to sport recreation and culture programs, services and facilities;
Manages labour relation issues through administering provisions of the collective agreement, providing leadership in the resolution of disputes, and representing management in the grievance
process;
Identifies and prepares grant applications and pursues fundraising for capital projects and new services; and,
The Director is accountable for safe work practices. Through the practice of due diligence the Director provides leadership and sets an example in developing and maintaining a culture of safety in their areas of authority by maintaining safety as a high profile requirement in their on-going training of staff, regular reviews of OH&S, inspections and other safety related activities.

REQUIRED KNOWLEDGE & EDUCATION:
Bachelor’s degree in related discipline (e.g. Business Administration, Recreation Management or Resource Management) and 5 years progressively responsible related experience including 3 years in
a management supervisory role;
An equivalent combination of education and experience may be considered;
Valid Class 5 BC Driver’s Licence;
Pool operator Certificate and/or Arena Level 1 Course completion would be an asset; and,
Satisfactory Criminal Record Check.

REQUIRED SKILLS & ABILITIES:
Thorough knowledge of municipal sport recreation and culture service delivery systems and philosophies;
Good knowledge of the statutes, bylaws, regulations and policies affecting recreation services;
Ability to work with staff in developing, monitoring and evaluating goals and objectives relating to the Recreation Department;
Ability to provide leadership, management and technical assistance to staff and community organizations;
Ability to interpret, report and provide advice and guidance on a variety of technical matters;
Ability to plan, budget, assign and evaluate the work of staff engaged in a variety of recreation and culture service functions;
Ability to analyze complex data and resolve problems; and,
Excellent verbal and written communication skills including strong public presentation skills and experience in facilitating community development and public process; and the ability to write concise and complex reports.
