Director of Planning and Development Control – Town of Happy Valley Goose Bay

The Town of Happy Valley-Goose Bay is pleased to invite applications for a Director of Planning and Development Control.

The Director of Planning and Development Control will provide proactive leadership, engagement and strategic direction to the Planning and Development functions of the Town. Working closely with the Town Manager, Council, other senior staff and the public, s/he will act as a partner and resource for the organization by leading and guiding all aspects of municipal planning and development, and for enforcement and control of by-laws and compliance with the Town’s municipal plan and other development regulations. The Director of Planning and Development Control will receive and review development applications and offer assistance and direction to ensure that sound planning and development principles are developed and maintained, and that the Town is in compliance with prescribed provincial and national planning, building, and development standards.

The Director of Planning and Development Control will bring a demonstrated successful track record of planning and development within a complex organization, preferably a municipality. A natural problem solver, with an attention to detail, s/he must hold a degree or diploma in municipal planning or geography, completion of a Certified Engineering Technologist (CET) program, or an equivalent program of studies combined with experience in the area of municipal planning and development. Certification in cartography and/or land surveying would be an asset. Strong interpersonal skills, experience in municipal planning and development as well as familiarity with Newfoundland Labrador Legislation as it relates to municipal planning and development are also required.

The Director of Planning and Development Control must show initiative, have exceptional communications skills, demonstrate knowledge relating to the municipal field and must be prepared to work in a fast paced municipal environment. Membership or eligibility for membership as a professional with the Canadian Institute of Planners is an asset. Candidates must possess (and maintain) a valid driver’s license and must provide a recent certificate of conduct.
