Director of Infrastructure and Transportation

The Municipal District of Lesser Slave River is currently seeking a Director of Transportation & Infrastructure to progressively manage and coordinate all planning, construction, maintenance and repair of municipal roads and infrastructure. This critical role will develop innovative ideas and approaches to improve transportation and infrastructure to support alignment with the Municipality’s strategic goals. The successful candidate will report to the Chief Administrative Officer and work as part of a team that makes recommendations on key strategic directions.
This role is intended to have a forward focus. The Director will participate in setting the future directions of the Municipal District by providing the CAO with strategies and recommendations with respect to core service levels, sustainability, construction initiatives, project management and contract administration. The Director will be called upon to present briefs and recommendations to the CAO and to Council.
Duties and Responsibilities:
Dynamic leadership of a capable transportation department
Strategic and operational decision making pertaining to construction and maintenance
Responsible for the dynamic delivery of services across a vast region
Responsible for manpower and equipment allocation for tasks while staying within budget, safety, and environmental parameters
Manage and coordinate the acquisition and maintenance of the MD’s fleet of vehicles and equipment
Oversight of the MD’s building maintenance department
Manage the parks and recreation division including the municipal boat launches and various playground and recreation areas
Prepare the annual operating and capital equipment and expenditure budgets for the department Administration
Recommend tendering of contracts for engineering design, construction, or other work as required
Participate as a member of the Team Leader Meetings for coordinating departmental activities and identifying and discussing administrative and operational issues
Continuously improve department policies, practices, procedures, and field operations
Assist with emergency situations
Other duties as required by the CAO
Skills and Aptitudes:
Post-secondary education in Management, Administration, or Civil Engineering would be desirable
At least 10 years supervisory & management experience
Municipal experience would be an asset
An equivalent combination of education and experience may be considered
Strong background in road construction practices, infrastructure, and applicable provincial and federal legislation
Competent with the Municipal Government Act
Effective contract management
Superior social, communication, and relationship management skills
Ability to work well under pressure, individually and as part of a team
