Director of Facility Operations – CBRE Canada – Toronto, ON

JOB SUMMARY

With specific experience in the management and provision of outsourced real estate services in the oil and gas sector in Canada, this position acts as the prime client relationship manager and senior most operations leader with the service provider.  This position also provides periodic technical support to the facilities management staff, conducts inspections of  facilities across the real estate portfolio, oversees the preventive maintenance program, monitors call center operations and outcomes, act as the Environmental, Health and Safety manager, coordinates specific training needs in these areas and  ensures compliance, manages vendor and subcontracted services, prepares and administers budgets, prepares forecasts, explains variances, and achieves cost efficiencies and energy management strategies.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Manages the operations staff including training and monitoring performance issues. Communicates with Chief Engineers regarding status of projects and assignments. Promotes a team environment and provides work direction. Ensures the accuracy of work product and the departmental deadlines are met.
Responsible for development and training to field and management staff in areas of operational and technical requirements on the account. This is to include service performance, technology, safety and compliance, cost savings initiatives, and regulatory requirements.
Oversees site operations and new projects including the identification of capital improvement projects, including cost analysis to be utilized in the preparation of capital budgets. Travels to each location for project management issues.
Prepares and manages the department budget.
Conducts inspections of facilities and writes the inspection reports.
Manages and oversees energy management initiatives including ongoing evaluation of utility consumption rate structures, implementation of cost reduction programs, and assimilation of data for inclusion in benchmarking database.
Manages and oversees environmental and asbestos compliance programs, procedures, and industry regulatory parameters.
Oversees the the performance of work performed by subcontractors ensuring compliance with specified service levels as well as company and client safety and environmental policies.
Works closely with the Facilities, Real Estate, Strategic Sourcing and Project Management departments relating to the delivery of services to the client.

SUPERVISORY RESPONSIBILITIES

Ensure a high level of client satisfaction and employment engagement
Manage the planning, organization, and controls for separate activities in several departments. Responsible for identifying training needs, tracking performance, coaching, and motivating direct reports.
Understand their responsibilities as Employer and Supervisor under the Occupational Health and Safety Act as outlined in sections 25/26 & 27. This includes, but is not limited to:
Implementing a management framework which supports the internal responsibility system
Ensuring appropriate policies, procedures and other protective measures for are developed, implemented and maintained
Ensuring supervisors and employees are properly trained to complete their jobs
Ensuring that all employees are notified of hazards in their workplace and the control measures in place to protect them from harm
Ensure all requirements under the Environmental Protection Act, Environmental Assessment Act and any other legislation, as applicable, are implemented and followed.
Perform workplace inspections and promptly report any defects or hazards including equipment
Ensure the required personal protective equipment is available and give employees instruction on how to use equipment properly. In addition, ensure employees use and wear protective equipment as prescribed.
Ensure employees are trained in safe work procedures, company and client safety and environmental policies and comply as necessary, including proper use of equipment in a way that will not endanger themselves or others.
Promptly, efficiently and accurately report and investigate all incidents and or accidents.
Ensure the proper information and training as required in accordance with Workplace Hazardous Materials Information System (WHMIS).
Report any defective equipment or any information that they may endanger others.
Perform other duties as requested by Management.
Comply with all CBRE policies and procedures.

EDUCATION and EXPERIENCE

Bachelor’s degree (BA/BS) from four-year college or university and a minimum of eight ten years of related experience and/or training within a Facilities Management role in the field of outsourced oil and gas real estate services.

Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.  Ability to deliver effective training to employees.

FINANCIAL KNOWLEDGE

Requires in-depth knowledge of financial terms and principles. Reviews complex financial/business analysis and reports prepared by subordinates. Ability to analyze the most complex business/financial data and develop innovative solutions. Develops and implements financial policies and procedures. Approves and oversees departmental budget.

REASONING ABILITY

Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills.

OTHER SKILLS and/or ABILITIES

Intermediate skills with Microsoft Office Suite.

SCOPE OF RESPONSIBILITY

Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices as well as relevant legislation and regulations to achieve  optimal results. Responsible for setting and achieving operations and financial target,  and department and/or division deadlines. Errors in judgement may cause long-term impact to line of business and/or overall company.

SALARY

CAD $150,000.00 annually
