Director of Community Services – Town of Slave Lake

Job Description:
To lead the department staff in the planning, development (and where appropriate provision) of community image, special events, Family and Community Support Services (FCSS), volunteer development, community enforcement and parks and recreation facility management, by employing a strong community services approach.

Take a holistic systems approach; ensuring activity is consistent with long-term planning.

Responsibilities and Activities:
Provides direction on a broad range of leisure, tourism, special event, volunteer developmentand family support programs for all ages in conjunction with local groups, agencies andindividuals.
Coaches and mentors employees who report directly, providing support, advice and direction toassist subordinates to successfully achieve their goals and objectives in a warm and nurturingenvironment.
Prepares the annual and long-term operational and capital budgets for the Department. Controldepartmental spending within the budget allocation.
Hires, trains, appraises and releases (as necessary) all permanent and part-time staff withinapproved personnel policies. Conducts annual and interim appraisals.
Acts as the principal advisor to the Community Services Portfolio on matters relating to theirjurisdiction.
Advises senior staff and Town Council on the planning, acquiring, leasing, sale or development ofpublic parkland.
Provides input for land development applications and permits affecting park areas.
Directs ongoing needs assessments and evaluates departmental programs and services.
Analyzes community needs with respect to mandated area and ensures that programs, servicesand marketing efforts meet the needs of the community.
Recommends the final departmental goals and objectives to the Town Manager, CommunityServices Portfolio and Town Council.
Cooperates with and supports other senior managers and departments in their efforts asrequired.
Health and Safety: Must adhere to all safety standards under the Occupational Health andSafety Legislation, Town Policies and Procedures and WHMIS Guidelines. For specificresponsibilities of this position, refer to the Town’s Health and Safety Policy, Section 2 –Responsibilities for CAO, Directors, Supervisors and Workers.
Authorities of this Position:
Spending of $40,000 per one item occurrence or as authorized by the Chief AdministrativeOfficer or Council. The exception is in emergency situations where the supervisor is notavailable and no action may result in possible loss of life or property or is an environmentalemergency.
Personnel management (hiring, supervision, appraisal and release) as described in “GENERALDUTIES OF THIS POSITION”.

Required Qualifications of this Position:
University Degree or equivalent in the Human Services or Recreation field.
Three to five years management experience, preferably in municipal government.
Strong planning, supervisory, communication (oral and written) and time management skills.
Ability to lead an assertive and performance-oriented team of community developmentpersonnel.
