The Islands Trust is a federation of independent and special-purpose local government bodies with a unique provincial mandate to preserve and protect the communities, culture and environment of this special place, in cooperation with a wide range of stakeholders.
We are looking for an energetic, creative and well-organized individual with excellent interpersonal and supervisory skills. The successful candidate will have a strong customer service ethic to lead the engaged staff who make up our Administrative Services Unit. In this interesting and challenging position, you will report directly to the Chief Administrative Officer and provide advice and technical support to the Islands Trust Council and its Financial Planning Committee, the Islands Trust Executive Committee and senior staff.
As our appointed Treasurer, your primary responsibilities will relate to the organization and management of our financial systems, including preparation and monitoring of our annual budget, the production of financial statements and statutory reports and the coordination of our annual audit program. You will champion human resources at the Islands Trust, ensuring that progressive practices in recruitment, orientation, training and management maintain the Islands Trust’s position as an employer of choice. You will use your organizational skills and knowledge to ensure the smooth functioning of our information management system and our three office premises (in Victoria and on Gabriola and Salt Spring Islands). You will effectively maintain and coordinate our systems for risk management and procurement. Your duties will occasionally take you throughout the Islands Trust Area to meet with staff in our on-island offices and to attend public meetings, such as those of the Islands Trust Council.
QUALIFICATIONS:
The key qualifications for this position include:
Accounting designation (CPA);
A degree in public or business administration, or an equivalent level of experience and training;
10+ years of progressive experience in general management and supervision of financial and administrative staff;
knowledge of budget development, resource allocation, expenditure management, staffing and labour relations, and systems planning experience;
knowledge of human resources best practices in a union environment;
knowledge of information systems principles, and an awareness of emerging issues;
knowledge of best practices for purchasing and competitive processes;
knowledge of relevant sections of applicable legislation including the Islands Trust Act and Regulation, the Local Government Act, the Community Charter and the Public Service Act.
Skills:
proficiency in hands-on accounting and financial management;
formal and equitable approach to human resource and labour relations issues;
informed and proactive approach to information systems issues;
strong oral and written communications including excellent presentation skills;
problem solving, analytical and quality control skills.
Abilities:
demonstrated leadership, supervisory and management abilities;
ability to efficiently organize work in a complex work environment and to work independently in a proactive manner;
ability to identify strategies for administrative process improvement;
ability to work with elected officials.
Lesser qualified applicants may be appointed at a lower level. Transportation arrangements must meet the operational requirements of the Organization. Must have fully qualified valid Class 5 BC driver’s license. Travel, including overnight, is a requirement of this position. Successful applicant must be willing to work overtime.
