Job Type: Full Time Temporary until March 31, 2017 (Coverage for one year secondment)
Salary: Negotiable and dependent on education and experience.
Glooscap First Nation (GFN) is a small Mi’kmaq community located in Kings County, Nova Scotia. The reserve is located approximately 6.4 kilometres (4.0 mi) from the Town of Hantsport. Created in 1907 as Horton 35, the reserve encompasses some 171.1 hectares (423 acres) of mainly forested land. The GFN has a band hall and office, health and healing centre, youth centre, chapel, walking trail and maintenance garage. The 2015 population was 366 people of whom approximately 70 live on the reserve. There is presently a staff of 15-20 from the Band Hall and Health Centre.
This is a great opportunity for a senior administrator to work for a small but rapidly expanding First Nations community.
Your primary responsibilities will include:
Provide support to Chief and Council such as conduct research and analysis, draft proposals and reports and make recommendations to Chief and Council on areas and potential activities not covered by other specific departments.
Human resources oversight such as monitoring compliance with the suite of Employment Policies, conducting employee evaluations, setting up training, reviewing and approving employee workplans, manage staff on a day to day basis etc.
Ensure that all proposals, as well as required project and program reports, are produced and submitted in compliance with terms and conditions of funding agreements and contracts and align with the overall vision and annual plan for GFN.
Provide overall direction for the development, implementation and management of the long term strategic plan, the annual operational plan.
Ensure that GFN activities and operations are compliant with all legislative and regulatory requirements and statutes.
Ensure that all outsourced contracts, agreements and service providers are evaluated regularly to ensure that GFN receives the full benefits of the service and all work is compliant with the Glooscap First Nation Financial Administration Policy.
Ensure effective communications including monitoring an updating the website and Facebook page, ensure the development of a quarterly community newsletter, ensure effective communication between Chief and Council and internal and external audiences, liaise with media as directed by Chief and Council, and maintain open lines of communication with AANDC, other government bodies and private entities to ensure GFN is aware of any changes in government policies, procedures and regulations, and to ensure GFN has accessed all potential sources of funding, partnership potential and business and service opportunities that support and further the vision of Council.
Work with all Departments to draft annual budget and operational plan for presentation to Council.
Work with the Department of Finance and all other Departments to ensure the effective and efficient management of all financial resources according to approved policy, within the approved budget, and based on actual receipt of revenue.
Qualifications:
Candidate would preferably have:
Degree or diploma in business or public administration or a similar degree/diploma. Consideration will be given for work experience related to the role.
A minimum of five years’ experience in a similar role is considered beneficial.
