Capital Project Officer
This position will provide project management duties from initiation to completion as assigned by the Corporate Capital Projects Officer. The key responsibilities of this position can be defined as: Initiates, plans, budgets, manages and coordinates projects from conception to completion.

Responsibilities:
Provide the following project management duties including but not limited to design review, construction coordination and administration, field inspections, change order management, construction completion and final inspection, financial accountability and ‘as built’ record drawing review and acceptance.
Review data and provide feedback to contractor and Corporate Capital Projects Officer on quality, compliance, schedule, and overall performance.
Monitor and report on construction progress.
Monitor budgets and identify variances and year-end projections.
Coordinate required pre-construction, progress and post construction site meetings.
Review and recommend construction / consultant progress payments and contract final payments.
Perform construction completion certificate and final acceptance certificate, and site visit inspections of projects.
Prepare contract documents and quantity calculations incorporating all special or unique project circumstances. Establish contractual constraints and determine project schedules.
Prepare and update project schedules and plans for assigned road construction projects (to include project charters, scope statement, work breakdown structure, schedules, and estimates)
Ensure engineering studies are conducted as required to support future capital construction projects.
Job Skills Required:
An understanding of construction theory and practice, nationally recognized standards, and guidelines; Sturgeon County’s General Municipal Servicing Standards Project management, contract administration, contract writing, estimating and budgeting, negotiating and mediating skills are also required.
Ability to understand and design projects, explain and put in writing the specified requirements and standards to be put in place by the tender documents and contract.
Must be able to interpret the County’s General Municipal Servicing Standards, understand Municipal Development, Area Structure Plans and land use bylaw statutory plans, the Municipal Government Act and various types of Servicing Reports
Qualifications:
diploma from a Civil Engineering related post-secondary education program, or a degree in engineering discipline from a post-secondary institution Professional Engineer or CET with the ability to obtain Professional Licensee with APEGA. Or a certificate in Project Management with three years of experience in related fields
Valid driver’s license with a clear driver’s abstract.
