BCRTC Labour Relations Advisor – TransLink

Responsibilities
Primary Purpose
Provides day-to-day advice and guidance to BCRTC management and supervisors in the interpretation and application of the collective agreement and related letters of understanding on a wide range of labour relations topics and issues. Participates in the collective bargaining process, and represents management in conflict resolution processes. Also participates in the formulation and delivery of tactical plans to support BCRTC’s labour relations objectives, assists in the early identification and resolution of issues, and fosters a positive union-management environment.

Key Accountabilities
Provides day-to-day advice and guidance to management and supervisors and ensures consistency in the interpretation and application of the collective agreement and related letters of understanding on a wide range of labour relations topics and issues.
Represents management in handling conflict resolution processes, including grievances, appeals, and expedited arbitrations of moderate complexity. Researches background information, interviews the relevant parties, documents findings, develops recommendations, prepares backup materials, and also liaises with legal counsel as required.
Participates in the collective bargaining process, providing input to bargaining strategies and conducting research on workplace issues, grievance-related trends, historical practices, case history, precedents, relevant legislation and other labour relations topics. Also carries out analysis of proposals and related cost/benefit; prepares bargaining materials; drafts collective agreement language, and may speak to specific issue at the bargaining table.
Provides input to the development of tactical plans to support BCRTC’s labour relations objectives. Assists in the early identification and resolution of labour relations issues, and the development of a positive union-management environment. Identifies and escalates the more complex, critical labour relations matters to the Manager’s attention.
Investigates alleged breaches of the respectful workplace policy, summarizes investigation, and recommends corrective action in consultation with the Manager.
Develops and maintains relationships with union leaders and representatives, and participates in dialogue to resolve day-to-day labour relations issues.
Provides technical guidance to the Labour Relations Coordinator.

Qualifications
Education and Experience:
The requirements for this job are typically acquired through an undergraduate degree in labour relations or a related discipline, and four years of related experience involving the administration of collective agreements, participation in collective bargaining, handling grievances, and advising management in the resolution of a wide variety of labour relations issues.
Other Requirements:
Solid knowledge of the concepts, principles, practices and techniques pertaining to labour relations, and conflict resolution processes, including grievance processes, appeals, and expedited arbitrations
Solid knowledge of the collective agreement, relevant employment standards, and other regulatory requirements
Solid organizational and planning skills to provide input and support to the collective bargaining process, and to handle conflict resolution processes within the context of specific timeframes
Solid interpersonal and communication skills to provide specialized guidance and expertise to management and supervisors on a wide range of labour relations matters, and to handle conflict resolution processes, including grievances, appeals, and expedited arbitrations
Solid analytical and problem solving skills to conduct research and make recommendations in support of collective bargaining, conflict resolution processes and other labour relations issues
Working knowledge of the relevant HR systems, as well as standard office applications

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule
40 hours per week.

Rate of Pay
Grade: 5
Salary: Approximately $85,000 per annum
