Director of Policy / Government Services – Tsawwassen First Nation – Delta, BC

Tsawwassen First Nation (TFN) is looking for a senior leader in strategic policy and government services to help lead one of the most dynamic First Nations in Canada. TFN is in a major growth phase as it builds a dynamic economic and governance foundation to support a bright future at TFN; we are seeking a leader with natural skills in relationshipbuilding, leadership, and policy development who can provide the Government with sound management and stewardship of critical strategic initiatives, and ensure strong and ongoing governance practices at TFN. This position has leadership of the Policy, Legal, Territory Management, Records, Membership, and Events functions.

TFN is a small Treaty First Nation in the Lower Mainland that has been self-governing since 2009. Our vision is to build a strong community through self-government, the development of a sustainable economy, significant infrastructure investment, and the implementation of positive, effective community programming. Using the opportunities and jurisdiction provided under the Treaty, TFN has been busy working towards that vision through an effective governance framework based on new laws, regulations, policies, and sound management. TFN’s governance framework supports sound and effective decision-making, and creates an exciting, dynamic, and  ast-paced policy environment.

You would report to the Chief Administrative Officer and become a critical element of the staff leadership team working to make government direction and vision a reality. In that capacity, you will be skilled at building and maintaining effective working relationships with other levels of government, with colleagues, and with clients (i.e. Tsawwassen Members and leaseholders). You will be a fast learner and a special leader who understands the unique and special nature of the opportunity at TFN, and is committed to working to achieve the tremendous success that TFN strives for. You will lead a team of 8-10 people who work towards delivering and supporting TFN’s government functions and services.

Working Conditions
Work is performed primarily indoors in an office environment. Off site travel is occasionally required to attend meetings, committees, conferences and training events. Work often involves managing confidential information of a sensitive nature, occasionally with intergovernmental or business confidentialities. Work will involve some evening or weekend work based on operational needs.

Qualifications
Masters Degree in Public Administration or similar field, plus 7-10 years of progressively more responsible management experience in government; or an equivalent combination of education and experience.

Knowledge of fiscal planning and budget preparation.
Knowledge of the principles and practices of public administration.
Knowledge of supervisory and managerial techniques and principles.
Knowledge of First Nation culture and communities and understanding of Government Agencies that work directly with Aboriginal Communities.
Skill in oral and written communications.
Skill in mentoring and coaching staff
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Skill in preparing and analyzing budgets, reports, and studies.
Ability to maintain effective communication and working relationships with Government Agencies, TFN staff, and the public.
Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups.
Must complete a satisfactory Criminal Records Check.
Valid Class 5 BC Driver’s License.
