Working under the direction of the Director of Community Services you will be responsible for ensuring by-laws are kept current, supervising enforcement staff, permits and licenses issued/processed, regulatory and licensing by-laws are enforced, specific provincial statutes are enforced, and carry out all administrative office oriented work that relates to community enforcement.
Qualifications:
Excellent computer skills.
Excellent oral and written communication skills with the ability to establish and maintain effective relationships with co-workers and outside resources are essential.
Preferred 5 year minimum experience in enforcing municipal by-laws.
Good interpersonal skills in working with a variety of individuals.
Supervisory experience.
Have a sound understanding of Provincial and Municipal Law.
Community Peace Officer Level I appointment and the ability to pass a P.A.R.E.
Grade 12 Diploma, or equivalent.
Valid class 5 driver’s license.

Position Summary:
To act in an administrative/enforcement position, supervise enforcement staff, ensuring by-laws are kept current, permits and licenses issued/processed, regulatory and licensing by-laws are enforced, and carry out all administrative office oriented work that relates to by-law enforcement.

Employees That Report Directly To This Position:
Peace Officer and part-time animal control officer.
General Duties of This Position:
Administrative Responsibilities:
Contribute in the overall administrative operations of Community Enforcement Services responsibilities including preparation of departmental budget, complaint recording, permit/license issuance and maintenance of records.
Ensure that by-laws are up-to-date and enforceable and preparing recommended changes as required.
Organize and operate the promotion of awareness/cooperation/adherence to municipal by-laws through public information and education programs as appropriate.
Files a patrol report detailing complaints investigated, contraventions to bylaws, actions taken, the hours of the shift and specific work performed.
Prepare status reports as required for the supervisor, CAO, and Town Council.
Develops and maintains positive relationship with the Slave Lake detachment of the R.C.M.P.
Participates in Bylaw Enforcement Officers Association of Alberta and Alberta Peace Officers Association.
Liaisons with the Alberta Solicitor General’s Public Safety Department.
Supervises Community Peace Officers:
Recruits, selects, trains, disciplines, and develops a Bylaw/Peace Officer always or as required.
Supervises the Bylaw/Peace Officer.
Establish performance standards and monitor employee performance.
Conducts performance evaluations of Bylaw/Peace Officer staff.
Establishes deadlines and schedules and assign work to Bylaw/Peace Officer staff.
Signs off time sheets for Bylaw/Peace Officer staff.
Resolves Bylaw/Peace Officer staff complaints and respond to grievances according to the personnel policies and operational policies.
Ensures Bylaw Enforcement:
Promotes good public relations at all times.
Patrols the municipality to detect and correct any situations in contravention of bylaws.
Obtains and reviews all complaint occurrences, follows up on all complaints and takes appropriate action.
Enforces Town Bylaws.
Enforces provincial statues and regulations as amended from time to time as including:
The Animal Protection Act.
The Dangerous Dogs Act.
The Environmental Protection and Enhancement Act, Part 9, Division 2.
The Gaming and Liquor Act, Part 3, and Part 5 as it relates to the enforcement of Part 3.
The Prevention of Youth Tobacco Use Act.
The Petty Trespass Act.
The Provincial Offences Procedure Act.
The Traffic Safety Act.
The Stray Animals Act.
Initiate enforcement action by preparation of charges when required.
This position may be required to work hours outside the normal Town Office workday. In the absence of the Animal Control Officer, respond to and deal with animal control issues.
Health and Safety:
Must adhere to all safety standards under the Occupational Health and Safety Legislation, Town Policies and Procedures and WHMIS Guidelines. For specific responsibilities of this position, refer to the Town’s Health and Safety Policy, Section 2 – Responsibilities for CAO, Directors, Supervisors and Workers.
Assist other Peace Officers in such duties as may be required.
Perform other related duties as required.

As provided for in Municipal by-laws, appointed responsibilities and municipal policy and procedures.
Required Qualifications of This Position:
Minimum Grade 12 education.
Preferred 5 year minimum experience in some area of active, field law enforcement work, with an understanding of bylaw enforcement would be an asset.
Supervisory experience.
Good written/verbal communications, interpersonal and public relations skills.
Sound understanding of provincial and municipal law.
Sound understanding of Investigative techniques.
Demonstrated skill in the writing of investigative reports.
Demonstrated knowledge of computer and keyboarding skills such as Microsoft Word, and WordPerfect.
Completion of the basic Peace Officer course at the Alberta Justice Staff College or equivalent police experience acceptable to the Solicitor General.
Current First Aid Certification.
Valid class 5 driver’s license.
Must have Community Peace Officer Level I Appointment.
As a condition of employment, the candidate must provide an RCMP security clearance, drivers abstract, and successfully complete an Enhanced Security/Reliability Screening.
Successful completion of the PARE (Physical Abilities Requirement Evaluation) fitness test is required.
