Across 21 locations and online, VPL is the most-visited major urban library per capita in Canada.

About the opportunity
The Library is seeking a strategic and creative leader to join its management team. Reporting to the Director, Planning and Organizational Development, the Manager, Policy & Planning is responsible for providing objective and comprehensive research and analysis to support strategic initiatives and plans; for evaluation and impact assessment; for the development, revision and review of policies and procedures; and for making recommendations for changes in methods, processes and procedures that may impact operational areas such as staffing workloads, working conditions, changes in positions or staffing levels. The incumbent provides analysis for the senior leadership team as well as for the Vancouver Public Library Board as required.
This position requires strong collaboration and communication skills, experience designing and conducting quantitative and qualitative analysis including outcomes-based evaluation, collegial decision-making and interest-based problem solving skills, flexibility and the ability to manage multiple and competing priorities.
Vancouver Public Library offers a competitive and comprehensive salary and benefits package. This is a management position, exempt from the bargaining unit.

We require:
Post-graduate degree in Planning, Social Sciences or other relevant discipline or a Master’s degree in Library and Information Sciences from an ALA accredited library school
Post-secondary courses in management studies
Five years recent relevant experience, including a minimum of two years experience in a supervisory position; demonstrated leadership and managerial skills; demonstrated research, analysis and report writing skills.
