Reporting to the General Manager, Municipal Support Services – RCMP, and under the direction of the RCMP Officer-in-Charge, the Manager, Detention Facilities is responsible for the safe and secure operation of the Vernon RCMP Detachment detention facility. This includes the care and handling of all custodial inmates, the supervision of full-time and casual custodial guard employees and the management of DNA sampling.
Duties:
Supervises the safeguarding of prisoners ensuring adherence to established safety and security protocols.
Supervises custodial guard employees ensuring required training, certifications and other required courses remain current with their responsibilities.
Responsible for the daily operation and maintenance of the detachment’s detention facility including audio, visual and computer systems, ensuring it is maintained to RCMP standards, and promptly reports service requests, deficiencies or repair requirements to the City of Vernon’s Building Maintenance Unit, Information Services Unit and related contractors.
Responsible for the extraction, downloading and conversion of detention facility video data as required for RCMP investigations.
Fingerprints and photographs prisoners and members of the public as required.
Collects court ordered DNA samples and forwards them to the National DNA Data Bank, endorses the court documents and updates the corresponding police file.
Responsible for maintaining the inventory of general supplies including first aid kits and health supplies i.e. protective gloves, masks, face shields, and coveralls.
Monitors contracted services for quality and adherence to contract terms and conditions.
Attends court proceedings and provides evidence as required.
Assists RCMP Members in the booking process as required.
Prepares prisoner statistics and submits quarterly reports to the RCMP Corporate Management Branch, Vernon RCMP Finance Supervisor and Crime Analyst.
Manages minor labour relations issues and communicates to Municipal Support Services Manager – RCMP. Works with Municipal Support Services Manager – RCMP in managing major labour relations issues in conjunction with the City of Vernon and RCMP Management.
Maintains the computerized Criminal Arrest and Booking System data.
Maintains communication with the Regional Correction Centre and the Provincial Sheriffs Department regarding policy changes and service requirements as they apply to prisoner handling and transport.
Ensures appropriate custodial guard staffing levels are maintained and scheduled to meet requirements.
Develops and implements local procedures with respect to prisoner safety and handling according to established best practices.
Performs other related duties as required.
All persons employed by the City of Vernon will be required to assist the City in providing emergency services. Duties assigned during an emergency may differ from regular duties.
Required Education And Experience:
Grade 12 or equivalent.
DNA Sample Collection Course.
Special Provincial Constable Appointment – DNA.
Minimum 5 years recent full-time experience in the supervision of a custodial prisoner environment.
Emergency First Aid Certificate.
Extensive knowledge of Departmental Regulations and RCMP policies and procedures with respect to the guarding of prisoners and cellblock security.
B.C. Class 5 Drivers Licence.
Required Knowledge, Skills And Abilities:
Computer and related software, audio visual and general office equipment.
Ability to interpret departmental regulations, policies and procedures.
Ability to communicate tactfully and effectively.
Ability to work with computers and associated programs.
Ability to obtain and maintain an RCMP Reliability Security clearance.
Preferred Education And Experience:
Police Academy or Justice Institute.
Previous police experience.
Post-secondary diploma in business, or relevant educational program.
