Director, Human Resources
The City of Coquitlam is seeking a Human Resources leader to join our senior Executive team. Reporting to the Deputy City Manager, the Director Human Resources will manage a team of highly motivated HR professionals to ensure the effective delivery of HR services in an accurate, efficient and timely manner. Working closely with the Executive team, the Director HR is responsible for planning, implementing and managing the human resources and labour relations programs for the City of Coquitlam. This position is also responsible for the overall supervision of professional HR staff, including functional responsibility for all areas of HR Management and Benefits. Along with possessing excellent communication and facilitation skills, strong problem solving ability and the passion to continuously learn and deliver excellent customer service, the ideal candidate will have a collaborative approach adept at building and maintaining relationships.
The current incumbent has been with the City for over three decades and it is planned to have a transition of leadership for succession planning purposes. The successful candidate will have the opportunity to work with the current Director for a period of time prior to officially assuming the Director role.
Major Responsibilities:
HR planning and policy development in partnership with the Executive team to increase the strategic nature of HR leadership within the City
Creating targeted HR strategies that will attract, develop, engage and retain the best talent
Enhancing productivity, creativity, engagement and growth of the City and its staff
Cultivating and encouraging a healthy Labour & Employee Relations environment
Motivating, leading and managing the HR team to ensure exceptional customer service
Acting as a citywide champion for HR change initiatives
Coordinating labour negotiations and grievance processes in concert with the Executive team
Ensuring metrics are in place to gauge efficiency and effectiveness of HR practices and procedures
Qualifications
Bachelor’s degree or higher in Business Administration, Commerce, Public Administration or equivalent
C.H.R.P. designation preferred
10-15 years of progressive experience in a manager role with extensive people management experience, preferably in a unionized, government environment
Comprehensive working knowledge of applicable legislative requirements and human resources policies and procedures
Ability to effectively manage change in a fast-paced, dynamic environment prioritize, analyze and problem solve complex HR issues and technical problems
Advanced experience with Microsoft Suite, and Human Resources Information systems
Familiarity with PeopleSoft applications within a municipal, unionized environment is preferred
