Working closely with City Council and the senior management of the City of Winnipeg, the City Auditor/Chief Performance Officer will lead the Audit Department and direct the delivery of audit services. You will review the performance of the City’s operations to ensure they are providing value by effectively meeting intended objectives, and you will monitor and report on the implementation of recommendations from audit reports. You will be a catalyst for improving the way government performance is measured by providing advice and assistance on the definition and development of performance measures, the implementation of performance management systems, and the reporting of performance information to the public. You will be committed to ensuring that the City’s services are delivered in a manner that continues to improve and protect the environment and the quality of life for the citizens of Winnipeg.
You will have a professional accounting designation, ideally combined with certification as a CIA, CFE, or CISA. A Master’s degree focused on public administration, operational management or business strategy is preferred. You will have demonstrated skill in strategic agility, managing vision and purpose, managerial courage and dealing with ambiguity. Your knowledge and understanding of public sector issues, reform alternatives and opportunities, innovative governance, performance measurement and accountability concepts and practices is extensive, and you will have demonstrated your ability to proactively influence organizational change and to handle politically sensitive issues with tact, diplomacy and integrity.
You are an innovative leader with considerable senior level experience, who is skilled in building partnerships, internal and external to your organization, and you know how to work well with elected officials. You have the energy and enthusiasm to make the delivery of high quality services a reality and to enhance the City’s commitment to outstanding customer service.
