Reporting to the Manager, Legislative Services, the Appeals and Policy Coordinator is responsible for supporting the legislated appeal boards of Lac La Biche County. This position is also responsible for the development and management of the governance and administrative policy program.
The Appeals and Policy Coordinator will serve as the Secretary of the Subdivision and Development Appeal Board (SDAB) and Clerk of the Assessment Review Boards (ARBs) and will be responsible for carrying out the legislative processes associated with the decision making authority of these quasi-judicial boards. In addition, the position will serve as the key researcher and developer of the County’s bylaw and policy programs, providing assistance and recommendations to management in this regard.
Specific Accountabilities:
Serves as the Secretary of the SDAB and Clerk of the ARBs as assigned by legislation; ensuring the appeal process is conducted in accordance with legislation, providing case management support to the quasi-judicial board and assisting complainants in understanding, and participating in, the process.
Provides recommendations and advice to appeal board members and County administration, and affected parties on appeal board principles, framework and on relevant legislative requirements.
Liaises with legal counsel to ensure the boards needs are met.
Provides board members with orientation to ensure they have appropriate ongoing training and sufficient knowledge to hear matters before the board(s).
Prepares notices, agendas and complex decisions of the Board at an efficient and accurate level, within the legislated timelines.
Provides advice on meeting procedures, administrative justice principles and board processes.
Attends after hours meetings as required.
Serves as the key researcher and developer of bylaws, policies and procedures for the County.
Administers the corporate bylaw and policy program as it relates to ensuring the local legislation/directives are consistent with provincial and federal statues, while being cohesive with other County directives.
Acts as liaison between the Legislative Services department and other departments to increase effectiveness of the County’s bylaw and policy programs.
Presents reports to Senior Administration with respect to bylaw and policy drafting and recommendations.
Serve as a key resource to Senior Management with respect to reviewing amendments to provincial and federal statutes, and providing comment on municipal implications.
Provides training and expertise to other departments with regard to bylaw and policy drafting and development.
Provides back up to the Legislative Services Coordinator, as required.
Performs other duties and special projects, as assigned.
Qualifications:
Undergraduate degree in business, public administration or related field.
At least 2-3 years’ experience working for an Alberta Municipality.
Certificate in Tribunal Justice, Local Government Administration (NACLAA), or Applied Land Use Planning (ALUP) would be an asset.
Sound knowledge of the Municipal Government Act, land use planning principles and municipal government administration.
Must have experience working with elected bodies or quasi-judicial boards.
Ability to apply the principles of natural justice.
Superior analytical, organizational and communication skills, both verbal and written.
Ability to work with minimal supervision and ability to make decisions in a high pressure environment.
Demonstrated ability to use sound judgment, manage a variety of tasks at the same time and meet deadlines consistently.
Must have the ability to think strategically and critically; liaise and collaborate with staff at all levels including senior management.
Experience in research, data analysis, consultation, project planning and management, evaluation and report writing.
Must have ability to assist with the development and delivery of presentations, training or education programs and conduct formal (public) consultations.
Must have proficiency in MS Office- Outlook, Word, Excel and PowerPoint.
Experience in preparing agendas, meeting minutes and follow up methods.
Must have demonstrated superior customer service skills and possess tact and diplomacy.
Must be a commissioner for Oaths or have the ability to obtain same.
Salary range: $64,330.27 – $79,644.44
Salary will be commensurate with experience and qualifications.
