Senior Project Analyst – BC Transit – Victoria, BC

BC Transit is a provincial crown corporation and coordinates the delivery of safe, reliable, cost-efficient and market-focused transit services in British Columbia outside of the Greater Vancouver region. Working in partnership with local governments and private companies, BC Transit provides direct services in fleet acquisition and management, contract administration, transit planning, marketing and financial services.

This position is based in Victoria which is located on the southern tip of Vancouver Island. Victoria (regional population 330,000) is the capital of British Columbia and a community of choice for many, due to our temperate climate, natural beauty and diverse economic opportunities. Victoria is an international resort destination with a transportation network that includes airport, helicopter and seaplane services, buses, ferry and cruise ships.

Responsibilities:

Under the direction of the Manager Infrastructure Planning and Projects, the Senior Project Analyst assists with all aspects of BC Transit’s long term capital plan which includes strategic planning, development of business cases, implementation and administration of capital projects within the corporate environmental framework. Assists with all aspects of project management including scope, cost and schedule; funding; risk analysis; management and delivery of all fixed asset construction projects.

Responsible for the management of a portfolio of capital projects pertaining to fixed asset construction including new-build facilities, facility lifecycle extensions and refits, park and rides, transit exchanges and bus shelter installations. This involves assisting in the identification of required construction projects, establishing functional requirements in consultation with various departments, municipal partners and external consultants, development of scope, schedules and budgets, and project management through the project lifecycle.
Builds strong and positive working relationships with all levels of staff and Executive. Responsible for various reporting, communications and negotiations with stakeholders including Federal Government, Provincial Government, Municipalities, Councils and Regional Boards related to the project management, coordination and delivery of the Long Term Capital Plan and fixed asset construction projects.
Development of effective project management skills to meet strategic goals and objectives, project scope, cost and schedule for fixed asset construction projects; develops specifications for service contracts and tenders; evaluates and recommends selection of contractors. With the assistance of the Corporate Procurement team, assists with the development of vendor contracts and purchase orders as required.
Leads Request for Proposal and/or tendering efforts required for projects including defining purchasing deliverables and applicable terms and conditions.
Creates and executes project work plans and revises as appropriate to meet changing needs and requirements including, resource allocations, budget decisions and project deliverables based on current and future business requirements.
Reports, as necessary, updates to the Managers, Directors, Executive, Capital Project Budgeting Committee, user business areas and other stakeholders in relation to the planning, implementation and progress of projects.
Retains authority to terminate, suspend or cancel contracts and suspend work in-progress on an as required basis.
Maintains regular and effective communications with suppliers and ensures prompt and effective resolution of scope, relationship or project issues.
Identifies issues and risks to the completion of projects and make recommendations for resolution, or corrective action.
Assists Facilities Management as required to complete capital projects or to perform on site assessments of BC Transit facilities around the province when necessary to determine the need for facility upgrades or improvements.
Acts as backup for the Manager Infrastructure Planning & Projects on an as required basis.
Supports all other capital procurement projects within the overall Asset Management portfolio as required.

Background:

The technical requirements for this job would typically be acquired through a university degree in a related discipline, and four to six progressive years’ experience of full cycle project coordination.

It is expected that the candidate will either hold a Project Management Professional (PMP) designation or is already working towards this designation.

Technical Requirements:

Demonstrated strong report writing skills to prepare concise, comprehensive reports with a high level of professionalism and accuracy
Business case development and economic analysis skills, including Net Present Value calculations and cash flow forecasting
Planning, directing and coordination skills to implement major projects involving capital acquisition and construction that includes planning, financing, and design project components
Knowledge of corporate strategies, functions and programs
Knowledge of the relevant policies, procedures and legislation
Knowledge of data collection and analysis methodologies
Management and administration skills to lead, assess and monitor capital project budgets, finance instruments and agreements
Decision-making and risk analysis skills to identify, develop and assess capital funding opportunities or potential business projects
Communication, interpersonal and negotiation skills to build and maintain strong working relationships with internal and external stakeholders
Ability to conduct and tailor presentations to a wide audience including staff members and Executive, Federal Government, Provincial Government, Municipalities, Councils and Regional Boards
