Water Management Divison
(Regular Full Time)
Position: The Water Management Division of the Cowichan Valley Regional District is seeking a regular full time Senior Engineering Technologist. Reporting to the Manager of Water Management, the Senior Engineering Technologist is responsible for closely assisting the Manager in performing a wide variety of technical, financial and administrative tasks related to the engineering department. Work may include planning, coordinating and directing utility (sewer, drainage, water and streetlighting) projects; directing or participating in all phases of the subdivision takeover or development process, preparation of annual departmental budgets; directing major reports and feasibility studies; completing funding applications and advising the Manager of project status. The Senior Engineering Technologist provides supervision and/or direct leadership, assists in staff hiring, performance appraisals/evaluations, coordinates staff schedules and plans and coordinates staff in-service training.
Qualifications: Graduation from a recognized technical institute with a diploma in civil engineering and eligible for membership in the ASTT as a technologist/technician, or a combination of education and appropriate training and experience. A minimum eight (8) years of related experience in the municipal and civil engineering field, including experience in the supervision of personnel or an equivalent amount of appropriate training and experience. Applicants must have a valid Class 5 Driver’s License. Knowledge in the following areas is required: civil engineering principles and practises, including drinking water and wastewater regulations; water supply and distribution, wastewater collection, treatment and disposal systems, and application of the Municipal Wastewater Regulation, the Health Act and the Canadian Guidelines for Drinking Water Quality; records and documentation requirements for engineering works; subdivision approval process; computer based engineering software applications, including AutoCAD, GIS and Microsoft Office. The successful candidate will possess the ability to: communicate effectively verbally and through written materials, including staff reports, advertisements, education manuals and workshop guides, public notices, brochures and pamphlets; understand and apply laws, regulations, agreements and procedures; establish and maintain courteous, tactful, diplomatic working relationships with other employees, the general public and regional board members; and to assist in organizing the work of Water Management Technical staff and to provide direction and monitoring activities to contractors, consultants; be proficient in the use of grammar, spelling and punctuation and to effectively operate a PC in a Microsoft Office environment.
Hours of Work: The hours of work are 35 hours per week Monday to Friday, 8:30 a.m. to 4:30 p.m. This position may be required to attend some evening and weekend meetings. A comprehensive benefits plan and flex-time are offered with this position.
Salary: This regular full time union position (CUPE Local 358) has a salary range in three steps: $41.23 – $42.48 – $43.73 per hour (2016 rates).
