The Engineering Department is seeking an experienced and qualified Manager, Transportation & Development Services for an 18 month term with the District of Saanich.   The successful candidate will be responsible for implementing effective municipal transportation systems, setting the service requirements for new developments and managing the issuance of permits in the street right-of-way.  In addition, the Manager’s ability to advance the District’s goals in active transportation is an important aspect of the role.

This position requires extensive contact within the community and with various internal/external stakeholders, therefore, the ability to communicate effectively is critical. The Manager role is an important position with the District as it requires an individual with strong leadership and management skills in order to motivate, develop, and lead a technical work team. The ability to meet organizational goals will require past experience leading teams within a fast-paced, complex, and unionized environment. Additional requirements include a demonstrated ability to create and manage engineering budgets, cost controls, scheduling and work planning; initiate and implement creative and innovative technical, policy or process changes while ensuring buy-in from staff and other stakeholders.

Qualified candidates will have an undergraduate degree in Engineering or related field; registration as a Professional Engineer with Association of Professional Engineers and Geoscientists of BC (APEGBC) and 10 years experience in a combination of program, project and operational management including experience/responsibility managing diverse/complex projects and teams. An equivalent combination of education and experience may be considered. Candidates must also have considerable experience designing innovative, safe, convenient, and attractive multi-model transportation networks in an urban environment with a particular emphasis on pedestrian, cycling and public transit.
