Engineering Technologist – Tsawwassen First Nation – Metro Vancouver, BC

Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.

Tsawwassen First Nation also became a full member of Metro Vancouver, the first First Nation to do so.  We are now going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations.

TFN is seeking a qualified Engineering Technologist to provide technical engineering guidance, data management, mapping, and inspection services.  Reporting to the Director of Lands, this position will assist with capital works projects such as minor road, water, sewer, street lighting, and park construction.

Specific Responsibilities

Assists in the preparation of specifications, tender documents and coordination of annual capital works tenders and other similar projects.
Coordinates capital works projects, including estimates for material lists and requesting survey work, scheduling.  May assist with the design work, obtaining cost estimates and inspections to ensure design requirements and specifications are met.
Assists the Approving Officer in the review of subdivision applications.  May conduct inspections of subdivision work, recommends completions, ordering improvements and testing for quality to meet required standards.
Leads the review of soil deposit and removal applications, assists with monitoring work performed under those permits, and assists with related regulation amendments as needed.
Assists with implementing supplemental Master Municipal Control Documents, Integrated Rainwater Management Plan, Storm Water and Drainage Master Plan.
Review and monitoring of securities when due and makes recommendations for draw downs. Reviews status of various letters of credit and securities in the processing of various subdivisions, developments and capital works projects.
Reviews building application on-site works plans to ensure conformance with utility services and access requirements for Part 9 Buildings in the BC Building Code.
Co-ordinate outside utility company requirements for permits within public right-of-ways, utility easements etc.
Prepares and updates Geographic Information System and or internal mapping systems as required.
Reviews “as-built” submissions for completeness and advises developer team of changes before final submittal.
Records management of as-builts, and infrastructure condition and asset management systems, including the review of sewer and water videos.
Accepts and reviews utility applications, prepares estimates, accepts deposits and processes related work orders.
Other related duties as needed.

Qualifications

Completion of Secondary School.
Successful completion of a Diploma in Civil Engineering Technology or a related field from an accredited technical institute, and eligible for registration as a Technologist in the A.S.T.T.B.C.
Minimum three years of municipal and development planning related experience.
Familiarity with CADD, GIS, and other engineering and mapping software.
Ability to maintain clear, complete, and organized field notes, inspection reports
Knowledge of construction surveying, drafting, design techniques and municipal construction specifications, civil engineering methods and techniques.
Ability to read blueprints and plans.
Ability to communicate effectively, exercising considerable courtesy, tact and diplomacy verbally and in writing to the public, outside stakeholders and municipal employees.
Ability to design various projects including servicing layouts, material calculations, detailed cost estimates and manage projects to completion.
Knowledge of relevant laws and procedures related to the design of streets and utilities, capital works projects, including MMCD, letters of credit, and subdivision.
Understanding of financial procedures related to letter of credits and securities.
Ability to work independently with minimal supervision.
BC Driver’s License, Class 5 and the use of a reliable personal vehicle.
WHMIS certification preferred and awareness of work safe practices.
