Reporting to the General Manager of Planning and Infrastructure, this position will be responsible for leading the Planning and Engineering Division at the Town of Beaumont. As the Director, you will be overseeing day-to-day operations and projects for Current Planning, Long Range Planning, Economic Development, and Engineering. This is in addition to leading, coaching, and inspiring a high performing and talented team of professionals.
Key Areas of responsibility include:
Developing, maintaining and reviewing the Division’s operational plan.
Overseeing drafting, implementation, and evaluation of statutory plans, master plans, guidelines, standards and other municipal documents/policies.
Budget preparation, contract administration, engagement/communications planning, and project management.
Participation at Edmonton Metropolitan Region Board and in other intermunicipal initiatives.
Leading and participating in facilitation and engagement events for municipal planning, economic development, and engineering projects.
Working with the Director of Infrastructure to support cross-communication within the department and with other departments.
Building and maintaining positive relationships with stakeholders locally and in the region.
Supporting the General Manager in the development of strategy related to the Division’s work.
As the ideal candidate, you have the following:
6+ years of professional experience including at least 3 years of progressive supervisory experience.
A Master’s Degree in in Planning/ Urban Design/ Geography/ Environment/ Engineering.
Professional Membership with the Alberta Professional Planners Institute (Registered Professional Planner – RPP) and the Canadian Institute of Planners (Member of the Canadian Institute of Planners – MCIP) or Professional Membership with the Association of Professional Engineers and Geoscientists of Alberta, with a P.Eng designation. Or eligible for either.
International Association of Public Participation (IAP2) certificate or equivalent is preferred.
Excellent negotiation, facilitation, research, communication (oral and written), MSOffice Suite skills, and social media savvy.
Strategic thinking and relationship building skills, in addition to being adaptable and performing well under pressure.
Previous knowledge and understanding of engineering, land-use, construction inspections, administration of contracts, tenders, and planning/municipal law.
Extensive and expanding knowledge of the Modernized Municipal Government Act, Alberta Land Stewardship Act, the Safety Codes Act, the Edmonton Metropolitan Region Growth Plan, Land Use Bylaws and other relevant municipal plans, provincial policies and federal regulations.
Experience with municipal finance and the budgeting process.
An understanding and passion for team building, coaching, and mentoring.
An equivalent combination of education and experience may be considered.
The salary range for this permanent full-time position is $93,384 – $122,868 (starting salary is negotiable within this range based on suitable experience and qualifications).
