Project Engineer – Development Servicing – City of New Westminster

The City of New Westminster is seeking a qualified Project Engineer to coordinate the development servicing process for key developments and projects. Reporting to the Manager, Infrastructure & Planning, the duties include but not limited to, negotiating with developers, consultants and external agencies to establish infrastructure improvement requirements; reviewing and processing applications to ensure compliance to pertinent City bylaws and guidelines; preparing and interpreting bylaws for a variety of external stakeholders; negotiate and manage Municipal Access Agreements with external utilities; monitor overall active development projects; prepare agreements; review technical plans, legal documents and financial agreements; research and prepare a variety of reports related to the work. REQUIREMENTS:
Completion of a University degree in Civil Engineering or a related discipline, plus a minimum of 3 years of related experience in a municipal engineering field, or an equivalent combination of education/training and experience.
Registration or eligibility for registration as a Professional Engineer with APEGBC.
Sound working knowledge of the practices and techniques of civil engineering principles.
Knowledge of municipal infrastructure including water, sewer, drainage, transportation design and construction standards.
Sound working knowledge of the relevant policies, rules, legislation, bylaws, regulations and procedures, especially in the land development application process.
Sound negotiation skills.
Sound project management skills in the municipal engineering field.
Working knowledge of the TEMPEST software application is considered an asset.
Proficiency in the use of the Micro Soft Office suite.
Ability to communicate and effectively orally and in writing and ability to present ideas and concepts to all levels within the organization.
Ability to establish and maintain effective working relationships with internal and external contacts, utilizing excellent customer service skills.
Ability to problem solve and analyze information in order to make complex technical computations and assessments.
Valid BC Driver’s License for the Province of British Columbia.
