Manager, Building / Bylaw Enforcement – City of White Rock – White Rock, BC

The City of White Rock is a unique, ocean-side community of 20,000 citizens known for its sunny weather, expansive beach, historic pier, delightful restaurants, and sense of community. The City is located half an hour south of Vancouver on the shore of Semiahmoo Bay.

Reporting to the Director of Planning and Development, the Manager, Building and Bylaw Enforcement is responsible for planning, organizing, coordinating and directing the daily operation of the City’s Building and Bylaw Enforcement Divisions, including overseeing employees engaged in these functions. The work involves planning and coordinating the Department’s annual work program and budget, assisting in the development of long-term corporate plans, and ensuring the maintenance of sound construction practices and equitable bylaw enforcement throughout the community. You will also be responsible for reviewing high rise building permit applications and related construction inspections, as well as preparing reports for Council and committees and making recommendations for amendments to bylaws, policies and procedures.

Your previous experience and accomplishments demonstrate you are a proven leader with a thorough knowledge of building codes, applicable bylaws and regulations, as well as the Local Government Act and Community Charter. It is essential that you are able to develop and maintain positive and collaborative relationships with the community, key industry stakeholders and internal departments, and you have the proven ability to resolve enforcement issues, disputes and public complaints.

As a successful candidate you will have successfully completed a technical degree or diploma in engineering, civil or building technology, plus eight to ten years of progressively responsible building inspection and supervisory experience. A current Level 3 Building Official certification from the Building Officials’ Association of B.C. and a valid Class 5 BC Driver’s License with an acceptable driving record are required. Ideally you bring a certificate in Bylaw Compliance, Enforcement and Investigative Skills and experience with Tempest/Prospero. You must have the ability to successfully pass a police information check.
