Building Inspector Level I or II – City of Prince Rupert – Priince Rupert, BC

The successful applicant must have a thorough knowledge of the B.C. Building Code, Plumbing Code, and Municipal Bylaws, Regulations and Standards. Primary duties include plan checking, issuing permits, inspecting and approving or rejecting work, answering technical bylaw questions and enquires, preparing correspondence and inspection reports, issuing Trade Licences, responding to complaints and other duties as assigned. The Building Inspector reports directly to Management.

This position involves a high level of confidentiality which must be maintained at all times. As this is a visible position and requires considerable contact with the public, the successful candidates must be someone with demonstrated sound judgement and a high degree of tactfulness and diplomacy at all times in dealing with customer complaints and difficult situations, including hostile individuals.

The successful candidate will be highly motivated to ensure the timely and efficient completion of assigned tasks while dealing with multiple priorities, the public, and staff. The incumbent works with minimal supervision and is required to make sound decisions based on the knowledge of City Policies, Bylaws and Regulations.

Applicants must meet the following criteria:

REQUIRED QUALIFICATIONS & EDUCATION

Completion of Grade 12.
Valid Class 5 BC Driver’s Licence (Driver’s Abstract required).
Must be able to obtain a RCMP Criminal Record Search including a Vulnerable Sector Check.
Building Official’s Association of B.C. Level 1 and/or 2 Building Inspection Certificate. Will consider an equivalent combination of training and experience.
Plumbing Official’s Association of B.C. Level 1 and/or 2 Plumbing Inspection Certificate.
A thorough understanding of the B.C. Building and Plumbing Codes with the ability to read and interpret building plans.
Considerable experience in the building trades as a Journeyman Carpenter.
Good working knowledge of Microsoft Office Software (Word, Excel & Outlook).
Knowledge of the Nortek Building Software would be an asset.

REQUIRED KNOWLEDGE, SKILLS AND ABILITY:

Responsible for technical and clerical functions of Building Inspection and Trades Licencing to ensure conformity with Bylaws, Acts, Codes, Standards and Regulations.
Thorough knowledge of construction practices, methods, materials, tools and equipment used in building construction.
Required to enforce, interpret and assist with preparation of Bylaws and Regulations.
Ability to establish and maintain an effective working relationship with other City Departments.
Ability to recognize faulty or sub-standard construction and suggest corrections or changes required.
Assist with City Building maintenance program.
Able to handle counter and telephone inquiries in an accurate, timely and professional manner.
Prepare contract specifications and oversee construction of City related building projects.
Ability to deal effectively with owners, contractors, tradesmen, engineers, architects and others and to enforce all Regulations, Bylaws and ordinances tactfully and firmly with sound judgement.
Able to follow safe work practices.
Must be neat and tidy in appearance.
Ability to work independently and to accomplish tasks and assignments.
Demonstrated ability to communicate effectively – both orally and in writing.
Ability to deal tactfully, courteously and accurately with the Public and co-workers.
Good interpersonal skills.
Ability to prepare and keep records that are neat, accurate, organized, and up-to-date.
Good organizational skills, good written and verbal communication skills.

FITNESS REQUIREMENT:

 Must be able to do strenuous physical work in all weather conditions.
 Physical ability to move about buildings under construction, crawl into attics and crawlspaces, climb high ladders and scaffolding and manoeuvre in uneven terrain.

This is a full time unionized position in accordance with CUPE Local 105 Collective Agreement. The salary is $35.36 per hour for a Level I Building Inspector based on a 37½ hour week (7.5 hours per day between 8:30 am and 5:00 pm, Monday to Friday, with a 1 hour unpaid meal break). Excellent benefit package along with Pension Plan.
