Technical / Policy Analyst, Responsible Fossil Fuels – Pembina Institute – Calgary or Edmonton, Alberta

Position Overview

The Pembina Institute is seeking a highly motivated individual to join its Alberta team as a Technical and Policy Analyst to undertake research and develop and advocate for solutions that address the key environmental issues surrounding fossil fuel energy development in Alberta. We are seeking a driven and resourceful person with minimum of three years of relevant technical experience, strong analytical skills, relevant energy/environment experience, a solid work ethic and the tenacity needed to solve Alberta’s most prominent energy challenges. The incumbent would support the Institute’s research and advocacy related to oilsands, oil and gas and fossil fuel electricity sectors. The candidate should have proven project experience and the ability to thrive with limited supervision. This full time (40 hours a week) position may require travel and overtime.

While this job posting is aimed at individuals who have between three and eight years of relevant experience we are also interested in hearing from applicants who would fall outside this range. We are open to challenging our preconceptions of this role to accommodate the right person.

After the historic climate policy change announcement by the Alberta government this fall, we need people who can work with government, industry, aboriginal communities, and the non-government sector to successfully implement climate policy while at the same time building the case for further progress on policies that will address the non-climate issues facing Alberta’s fossil fuel extraction/use sectors.

The salary rate is competitive for an analyst in the environmental non-profit sector and will be based on skills, experience and qualifications of the successful candidate.

Roles and Responsibilities

Lead research projects from inception to delivery
Conduct thorough technical, quantitative and qualitative analyses of environmental impacts of oilsands, unconventional oil and gas and fossil-fuel-based electricity sectors
Critically review analysis of peers and collaborate with the various internal teams at Pembina
Conduct high-quality literature research
Work with external subject matter experts
Develop and maintain constructive relationships with other ENGOS, First Nations, the private sector, and governments
Cultivate relationships with individuals who have the power to influence decision makers.
Represent the Pembina Institute’s views at meetings and presentations, and to the media
Cultivate relationships with individuals who have the power to influence decision makers
Persuasively advocate solutions to key environmental issues and be a strong and effective critic when necessary
Support and/or lead negotiations with other stakeholders and the Government to Alberta
Create high-quality project deliverables, including reports, presentations, Excel models

Skills and Qualifications

Essential Qualifications

Minimum of a master’s degree in engineering, sciences, economics, law or public policy or related field, ideally with an undergraduate degree that is also in a related field
At least three years of work experience in the private, non-governmental, or government sectors on energy and environmental issues
Demonstrated ability to conduct quantitative and qualitative technical research in the area of energy and environment policy
Ability to decipher complex technical matters
Ability to communicate complex technical matters in plain language
Knowledge of environmental impacts of oilsands, oil & gas and/or fossil-fuel-based electricity sectors
Knowledge of climate change and direct work experience on climate related matters
Knowledge of the Alberta and federal policy and regulatory environment for the energy sectors
Experience in strategy development
Demonstrated commitment to sustainability and social change through educational, professional, and volunteer experiences
Strong interpersonal skills and ability to work with a wide array of stakeholders
Excellent communication (oral and written)
Self-motivated and results-oriented, with the ability to take initiative and work independently with minimum supervision
A natural advocate and persuasive critic

Other Qualifications

Prior experience in policy advocacy
Direct work experience in oilsands, oil & gas, or fossil-fuel-based electricity sectors
Direct experience in developing or implementing Alberta and/or federal environmental policy and regulation
Knowledge of ecology, toxicology or air emissions from industrial processes
Direct experience in political decision-making
Experience in public speaking
Media experience
Experience in facilitation and/or in chairing meetings and group processes
Experience working with First Nations and Metis communities.
