Primary Purpose

The Registrar provides vision, leadership, and strategy for student recruitment, admissions, enrolment management, and the development and application of academic policies and records management.

S/he is fully aware of trends within postsecondary education and is able to interpret how forces and factors influence the University in general and the registrarial function specifically. The Registrar is proficient in process improvement, monitors and adopts best practices for records management and office operations, and can leverage technology in new and innovative ways. S/he is responsible for managing the relationship with the Dalhousie University Registrar’s Office to ensure quality joint service. In her/his capacity as one of the University’s senior department heads, the Registrar regularly meets and works closely with faculty, students and other senior managers at King’s, Dalhousie and in the wider community.

Working with a small, highly motivated and dedicated team, s/he ensures a welcoming environment and provides high quality front-line services to students and the King’s community.

Organization Structure:
This position reports to the Vice-President.

Key Accountabilities:
The Registrar’s responsibilities include:

1. Enrolment Management

The Registrar leads strategic enrollment planning and management with the academic directors. S/he leads a complex and organized planning effort to connect the University’s mission, current state, and changing internal and external environment to long-term enrollment and fiscal health, based on a detailed, evidence-based plan of action that considers internal and external forces.

2. Recruitment and Retention

The University offers unique and distinctive academic programs, and has ambitious goals for attracting the best quality undergraduate and graduate students from Atlantic Canada, elsewhere in Canada and other countries. The Registrar provides overall direction to the recruitment team to ensure that marketing and communication plans and strategies (developed in co-operation with the Advancement Office) are based on sound market research, are supported by the Faculty, receive adequate funding support, and are effectively executed.

3. Scholarship and Bursary Administration

The Registrar provides strategic leadership and supervises office staff in the administration of the scholarship and bursary program, and U.S. student loans.

4. Process Management duties include:

Develops, administers and enforces academic regulations and policies.
Manages student record database through up-to-date policies and processes.
Supervises the creation and updating of the annual academic calendar.
Is responsible for the operational planning for the Registrar’s Office.
Develops and manages the budget of the Registrar’s Office.
Oversees the day-to-day implementation of the service agreement with Dalhousie for the provision of related services, and advises the University as to any amendments to the agreement that might be desirable.
Is an active member of the Dalhousie Registrar’s management group, maintaining and strengthening the high level and day-to-day working relationship between the King’s and Dalhousie Registrar’s offices and related functions, and provides leadership in as the collaborative relationship changes and evolves.
Works with the President’s Office in the planning and execution of Encaenia, and is responsible for the aspects of convocation related to graduating students.

Education: a university degree, preferably at the postgraduate level

Experience: at least seven years of related experience or equivalent, and a proven record of highly successful leadership and management experience in a post-secondary environment or equivalent, preferably in a Registrar’s Office. A strong background in data analysis is also required.
