Responsible for overseeing the operations of the Technical Support Services Unit. and the creation and implementation of IT policies, procedures, and best practices within the Vancouver Police Department.
ESSENTIAL DUTIES
oversees the daily operation of the Technical Support Services Unit
develops specifications for IT acquisitions, writes RFI (Request for Information), Requests for Proposal (RFPs) documents, evaluates responses and makes recommendations from the perspective of the overall technology fit
reviews monthly benchmark analyses and statistical reports to identify inefficiencies, ensure targets are met, and enable required process changes to be identified and implemented
reviews business application and technology infrastructure proposals for consistency with standards, policies and approved architectures
acts as the primary contact for internal units, external partners, and vendors
monitors specific section or unit budgets and makes budget adjustments based on projects
acts as the primary liaison for purchasing and payment
identifies any inconsistencies and provides direction on how to resolve them

QUALIFICATIONS
KNOWLEDGE, SKILLS AND ABILITIES
thorough knowledge of application reporting tools, such as SQL Server 2005 and above, Crystal reports, computer network security and implementation, storage technologies, VPNs and 2FA, Citrix and Terminal Services, Active Directory, Windows Server 2008 and above, IIS/Apache Web Services, Windows Operating Systems (XP to 8), Microsoft Exchange Server, Virtualization and VoIP
thorough knowledge of server technology and software, system integration between business applications and across technical platforms
strong analytical, critical thinking, and problem solving skills
ability to establish and maintain effective working relationships in a team environment
excellent analytical, writing and communications skills
thorough knowledge of related corporate applications, work procedures, configuration of applications, application development tools and standards, as well as general programming principles and methodologies
excellent verbal, written and presentation/facilitation skills, with the ability to communicate at all levels within the organization
demonstrated ability to work under pressure, manage multiple priorities and respond to requests in a timely manner
thorough knowledge using Windows, MS Office, MS Project, MS Access and Visio
ability to work with technical and non-technical staff
ability to remain current in new technologies
EXPERIENCE
minimum ten years of experience working technical support in IT, with a minimum of three of those years in a supervisory role
minimum five years working as a project manager or senior systems analyst
OR equivalent combination of education and experience
EDUCATION
Required:
degree in computer science, engineering, business administration or other related discipline
Preferred:
masters in computer science, engineering or other related discipline
Professional Management Professional (PMP)
OTHER REQUIREMENT:
All employees must maintain their Enhanced Security Clearance while employed with the Vancouver Police Department. Enhanced Security Clearances will be renewed every five years.
SELECTION:
Candidates may be required write an exam, with a passing mark of 70%.
