Senior Technical Analyst – City of Richmond

POSITION OVERVIEW
The Senior Technical Analyst (Network) builds and maintains the City’s integrated data and voice network. Responsibilities of this position include designing, procuring, installing, and maintaining the City’s ICT network(s). This includes fibre-optical networks, wired LAN & MAN, wireless network equipment, security devices, VoIP systems, management tools, and related network infrastructure. This position reports to the Manager, Infrastructure Services within the Information Technology department.

Examples of key work activities include, but are not limited to:

Designing network expansion for new and refurbished City buildings.
Engaging with vendors and consultants to review product & services.
Preparing project plans, coordinating network projects and resources including peers and contractors.
Specifying the equipment required, reviewing configuration with manufacturer/consultant/peers.
Installing, configuring, documenting, testing network equipment (Extreme wired; Meru wireless).
Installing, configuring, documenting, testing security equipment (Palo Alto, Netscaler).
Installing, configuring, documenting, maintaining VoIP telecommunications equipment (Nortel, Avaya).
Installing, configuring, documenting, maintaining network/security services such as DNS, DHCP, RADIUS, NAC, PKI.
Installing, configuring, maintaining network management tools (Extreme Netsight, Meru EZRF).
Monitoring performance of network equipment, services & tools to ensure reliability.
Coordinating site cabling at two primary sites and over 30 remote sites, supervising contractors where required.
Resolving requests from IT and/or end-users to troubleshoot network connectivity (optical, wired & wireless).
Communicating with vendors, consultants, peers and management on a variety of issues.

EDUCATION AND EXPERIENCE
Completion of a two (2) year diploma or degree in Information Technology or Computer Science/Systems, plus certification in either Extreme or Cisco networking (ECE or CCNP). A minimum of five (5) years of formal, technical, and increasingly complex work experience configuring and supporting network equipment in a distributed environment. Experience working in a municipal government environment would be an asset.

KNOWLEDGE, SKILLS AND ABILITIES
Excellent understanding of OSI model, TCP/IP and related technologies.
Excellent knowledge of wired & wireless network/security protocols.
Excellent understanding of network services & appliances such as DNS, DHCP, firewalls, load balancers, and routers.
Proven ability to manage complex networks and all associated components.
Good skills with Microsoft Visio.
Good understanding of fibre-optic networks, cabling, termination, transceivers.
Good understanding of VoIP telecommunications systems and applications; experience with Avaya SM/CM a definite asset.
Ability to clearly and effectively communicate technical information in a user-friendly manner (orally & written).
Ability to research, analyze, assess, and document information from a variety of sources; identify priorities and resources, and propose alternative business processes.
Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to provide technical advice and assistance on matters related to the work.
Ability to work effectively individually and as part of a team, and work under minimal supervision.
Ability to effectively mentor others, as well as to lead and/or contribute to team-based technical projects.
Ability to successfully pass a Police Information Check.
LICENCES, CERTIFICATES, AND REGISTRATIONS

Valid Class 5 Driver’s Licence for the Province of British Columbia.
PREFERRED QUALIFICATIONS

Additional network certification is considered an asset.
Certification on Avaya UC would be a definite asset.
Project Management certification, such as PMP, is considered an asset.
WORKING CONDITIONS AND EFFORT

Work is performed in an office environment.
Requires frequent degree of effort such as sitting for long period of time and extended periods of focus, including visual and mental concentration.
Occasional lifting, carrying, pushing, or pulling of equipment over 10kgs (22 lbs.) may be required.
